ID themselves as "Regional"  whatever that's supposed to be.  Sounds to me like some sort of debt scamming operation.

Some place called "Regional".   They didn't give me any more info.  They're no doubt debt collectors.

Just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:

    1.    Demand the person give you his or her name, company name, and address
    2.     Demand a debt validation letter by US mail.  E-mail no good.
    3.    Do not pay  the collection agent or anyone else a  dime until the debt is validated

If they are bothering you, report them:

    http://www.consumer.ftc.gov/articles/0149-debt-collection

Also contact your local attorney general

If they continue to bother you, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

Total debt scam.  If you were a defendant in any sort of civil case, you'd be aware of it by way of process or service by someone licensed to serve process in your state and you'd also hear about it from the attorney for the other side.  Any case against you would have to be tried in your own local district courts.  No one can force you to go to another jurisdiction.   This is just an attempt to scare you into paying them some money.  Don't fall for it.

Just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:

    1.    Demand the person give you his or her name, company name, and address
    2.     Demand a debt validation letter by US mail.  E-mail no good.
    3.    Do not pay  the collection agent or anyone else a  DIME  until the debt is validated.

Of course they won’t do this, no scammer ever will, so simply block their calls and ignore them.

    If they are bothering you,

    Report them:

Also contact your local attorney general

If they continue to bother you, and you know you do not owe any money,  tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  You might have to yell at the scammer and talk over him or her.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

They ID themselves as ARA.  No idea what that refers to.

I just got a call from Charlene Williams of "Ventura County Court" at a private number that I was a co-defendant in a criminal fraud case in Ventura County and I would be served papers by sheriff at my home or work. I was told to call 855-202-9043 ARS & Associates with a case #. They would not tell me what it was about - only that the main defendant (my ex) had NAMED me as a fraud participant. This is a total lie. My ex has failed to pay his creditors so they are just looking for him. We have had no financial involvement for 6 years. The weird thing is that they didn't ask me if I could contact him - they just kept threatening me that I was going to get a summons. I asked them if there was a way I could make a payment to make it go away and they said no - so they were just trying to scare me into ratting him out. Pure harassment and lies. They called me back to try to scare me more. It has been a week and no summons. I called Ventura County Superior Court and they had no record of criminal or civil proceedings against me.

They sometimes say they are with some prosecutors office or another.  See:  800notes  800-456-5053  3-27-2015
Ignore and block the calls.  Pure debt scamming operation.

Report this to the Ventura County District Attorney.  See:  http://www.vcdistrictattorney.com/services/investigation/

Impersonating a court officer is a crime in California, I'm pretty sure.
