From AreaCode.org: "Area Code 855 Detail: Area code 855 is a future area code reserved for toll-free calls in which the calling party is not charged. Instead, the telephone carrier charges the cost of the call to the called party. Toll-free numbers, such as 855 numbers, have applications such as technical support, customer service, and personal use."
Bottom Line: They are charging YOU for their long-distance call. In this day and age, where most phone plans have unlimited free long-distance, this is ABSURD. I am writing my Congressman, asking him to write regulation forbidding this practice.

Below the bottom line: almost everything you say in your post about 855 numbers is FALSE.
The 855 "area code" has been in use for almost four years now. The FCC was notified that the supply of 800, 888, 877, and 866 numbers would be exhausted by January, 2011 by the telecommunications industry. As such, the FCC authorized the assignment of 855 toll-free numbers on October 1, 2010. See:

I don't know where you are getting the idea that you are being charged extra for calls *FROM* this phone number. If you choose to call it back, you won't be charged on your phone bill for the call, which will be paid for by the owner of the 855 number. He will foot the bill for **YOUR** call, however.
I won't comment on your reading comprehension being at fault here, because I don't think this mistake is entirely yours. Instead, the reference you gave was woefully out of date and (I think) extremely artless in its explanation of the use and properties of 855 numbers. (By the way, if you haven't noticed yet, even 855 numbers are running out, so 844 numbers are now being assigned.)
So save your time and effort writing to your congressman about 855 numbers. There's nothing to complain about, at least insofar as your generalized phone rage is directed to them. - Nimrod replies to ANonieMouseI’ve looked at what is posted on areacode.org about the 855 area code, and I agree with you that their description of how charges for calls are assigned is somewhat poorly worded, at least if you read it and apply it to outgoing calls from toll-free numbers. But then, in order to really think that you would be charged for a call from a toll-free number, you would have to be fairly clueless as to how a toll-free number works, especially considering that toll-free numbers have been around for about half a century.

I do not give this information out freely, suggested that when they learn who it is they need to speak with that they stop calling.
