Dead air when I answered.  From the caller description I suspect it's a solicitation to switch to another power supplier.  I called the number back and got a recording which gave me an option to be placed on their DNC list but no other choice.

They keep calling and don't leave a message.  I am on the DO NOT CALL list but this does not seem
to stop them.

Any form of law enforcement is absolutely
clueless / incapable of apprehending these types of criminals.
We all need to invest in portable freon horns or the equivalent to blast their ears every time they call. Should make for an interesting
Deterrent.

After I saw this comment on Monday, I called back and pressed 1.  As of yesterday, the calls stopped so I'm back to say it works.

I just called the number back and also got placed on the dnc list immediately.

Figured it was a scam.

Robo call from (862) 233-9521 received 01/09/2014 Caller ID: Not available

This robo call was quite direct and to the point. A recorded male voice said:

"Due to [unintelligible] you may qualify for reduced energy rates. Press zero now to speak with a representative".

We're on the Do Not Call list, so this robo call violation certainly tells me something about this scammer's business ethic.
