If you get a call from 1-865-291-1569 about 'lowering your interest rates' on your credit cards with debts, it's a scam. They're cowards as well.

First, you get a call, with a recorded message warning you that this is your last warning, they have sent you many notices in the mail, and your accounts will be closed. However, you have one last chance to qualify for a low interest rate on one card that is in good standing, and has at least $3,000 worth of debt on it. Interested? Press 1 to talk to an operator.

Oh, I was interested all right , considering I have one credit card, it has no balance on it, and it's through my credit union. And it already has a low interest rate.

Them: "Are you interested in lowering your interest rates?"
Me: "Actually, I have a question about your interest rates."
Them: *click*

At least they didn't bother to try to sell me anything. I got a similar call a month ago, from a different number.

Sounds like they're busy calling tonight, I just got a call as well. I've gotten that same message previously. No message this time. Thankfully I've got Google Voice, will block them. They'll get a fake disconnected number message now, ha!

I JUST got a call from this number. Didn't answer it because I didn't recognize the area code. This makes me so angry that my cell is listed on some [***]'s phone list... and same as above, I have ONE credit card, no balance, no debt, good credit, and with a credit union. Losers.

Just got one on my cell phone, same recorded message. I've gotten several with the same message, why don't the police find them & put them in jail where they belong?
You know, it would be a simple thing for the phone companies to provide a website to report these criminals & stop their abuse. There should be an "Ap for that".

I have received this call so many times I cannot even begin to count and I have tried all the above and have received the same response no matter what every single time - click then dial tone. I think the next time if I have the time I will play the dumb game and see what useful info if any I can get.

just got a call from this number and i called back with different number.  there is a message saying that the phone has been disconnected!!!

Same thing here, when I asked them to identify themselves they got irate and then hung up on me..

Just got a call from the same number a few minutes ago.  I answered but no one was there!

My household has really been targeted by this home refi bunch for the past 3 years or so. They call from several phone numbers and have been quite aggressive at times. Just got a call from this number. At this level it's not even telemarketing, just harassment. I contacted the FTC about it and received a letter saying they'd look into it. That was the last we heard. Now we pay an extra $60 a year to our phone provider and can block up to 30 numbers at a time.

Just got the call 4 min ago.  I didn't know the number so I hit ignore.  Tried to call it back and it said the number was no longer in service.  Busted?????

I get these types of scam calls all the time, always asking me to press 1 to connect to a representative (which is ridiculous, because my credit's flawless, and I always pay my card off every month).

They're DEFINITELY not with your credit card company.  I've entertained them with fake information before, just to see where it goes.  The first operator will eventually transfer you to a 'specialist' after you agree to be billed for their services.  The specialist asks for your credit card number and the customer service number on the back of your card, and then THEY call your credit card company to ask for lower rates (something you could do yourself).  

I usually give them a fake credit card number, and when they ask for the customer service phone number to call, I give them a 1-800 number for some adult phone line, or the FBI (1-800-CALLFBI) haha, and they flip out.

I hope you all reported the number to www.donotcall.gov.  
This is the government run website to register your phone number for the DO NOT CALL list and report scam artists like this.  If the government does prosecute them, you could get $2000.00 after they sue the company.
