Con Serve is a collection agency for the federal government/IRS/Treasury.  If you worked for the federal government, they can garnish your wages and your retirement without so much as a court battle.

Where do you people come up with these fairy tales?  Con Serve is a collection agency in New York, has nothing to do with the Federal Government, and the IRS has its own collection agents and policies.  What the treasury would be collecting on would be anyone's guess.  And you can be assured that they cannot garnish wages or retirement without a court battle.

But in any case we have the name of at least one of the head criminals in this enterprise.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.

***A company must be licensed in their state as well as the one they are trying to collect in if two different states are involved.

    Some Tips:
    *Keep all messages
*Take a picture of your Caller ID
*Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
*Keep a notebook handy for writing time, date, who you spoke with and what the conversation detailed.

His research is wrong.  Department of Ed hires private CA's...this is one of them.  They can garnish wages without a court order under  Administrative Wage Garnishment

12/27/17  -  Called me asking for an individual who I know but wouldn't tell me any other information except that they are ConServe.    Wouldn't even tell me if I should call that person to let them know that Eric Montgomery was looking for him.   Sounded sneaky and hiding things.
