    This number belongs to FBCS, Federal Bond Collection Services. They are an extremely sleezy collection agency based in Philadelphia that specializes in trying to collect very old debts known as time-barred debts. These debts are barred by law from being collecting via any legal means as the statute of limitations to sue the person in their home state has expired. (5-7 years in most states) In lieu of legitimate means to collect the debt they use trickery, intimidation and lies to get people to give over their bank acct. or cc numbers to pay bills from 5, 10 or even 20 years ago.  Unfortunately lots of people don't understand their rights and give these crooks money. Never, ever talk to them or give them any information as they will try to milk you dry. They will call from numerous numbers including 866-594-8667, 800-220-2018, 866-594-8651, 866-594-8647 regardless if you are on the do-not-call list or ask them to stop. File complaints about their tactics on donotcall.org and http://esupport.fcc.gov/complaints.htm and lets hope the government shuts them down.

    The caller asked to speak to Deborah.  I asked "who is this?"  The caller responded "This is Federal Bond."  I said there's nobody named Deborah here.  The caller said "Sorry, have a nice day", and hung up.

    I love the internet. Sites like these and looking  up phone numbers gives power to the people. The cell phone completes the package. As a rule I never answer a number that I don't know, or does not come up as a contact. AND if they don't leave a message I don't call them back, EVEN if I know them.  The one thing that I need to do next is change my cell number. Then these people may not be able to call me at all. Another tip, if you have collectors after you don't use your name in your voice mail message.

    never admit to anyone you owe them money, once you admit to them you owe them something they will harass you for the rest of your life, even if it was disputed off your credit. Plus, they can also use that to take you to court if they had every intention to, they have you recorded saying you will give them money. So just dont talk to them. In Texas, they are only allowed to leave you 3 messages, after that it's considered harassment. They are not allowed to call you at work nor your cell phones. You can look up your laws on the attorney general's website & some consumer website.

    I don't have any outstanding debts yet I get these worthless calls anyway. I don't answer, if they call again I just block. Low life scum bags out there. toll free call like there isn't 10,000 toll free calls out there.

    The number 1-866-594-8647 came up on my TV because I have caller ID it gave the name Telemarketing. I know this caller they go by NCO, FBCS and many other names. I answered and it said if you are so so press 1 if not press 2 so I did 2. This is first time they have started calling me since 1/2014. Why can't the Federal Government shut them down. I read above where you go to a site and give them info so the Federal Government can shut them down. I have reported it to them.

    A robocall from FBCS, Federal Bond Collection Services - A debt scam as I do not owe any money -  They keep calling using a different new number after being told not to call my number any more. This is a debt collection SCAM.

    They work for a junk debt buying located in one of the Carolinas.  Can't remember its name offhand.  I almost had enough on them for an FDCPA lawsuit.  Their "senior collection agent" was so stupid he didn't even know what a debt validation letter was.

    You need to send them a certified, return receipt debt validation (by law they have to go back to the original creditor to prove you owe the debt), cease and desist calling, or "not me" letter (this will be the best money that you have ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
