Called the number back and found out that it is from Videotron Cable Company in Quebec which made sense as I am in the process of setting up a subscription to their services.

customerservice - 11 May 2008In fact, this is common with most companies using automated dialers to call clients. The dead air is only temporary and an agent should come online after a couple of seconds. as there are many mentions about this and also the fact that most "dead" calls come from the synergie office, i have gone ahead and reported this to our dedicated team. ece - 23 Jun 2008There is no agent waiting - the calls actually get dropped from the Videotron end after 10 or 20 seconds. I can only assume that they are using their own phone-over-cable technology, and it fails when it tries to connect to my cell phone network.
I'm glad I'm only trying to sign up for their television service...
