I have been getting 6-8 calls per day from this number. I finally traced the number to Discover (thanks to this blog!!!) and asked them WHY???? I also asked them to never frickin' call me again!!!
Thank you for this blog. I have called Discover, and I'm now "off the list". Normally, you can go to www.DoNotCall.gov and register all your numbers (work, home and cell phones). In fact, I do not get calls anymore, but because I'm a Discover customer, this number slipped by.
I receive calls from this number a minimum of 5x a day. I usually don't answer, but when I do - there is nobody there (I hear no background noise, breathing, or anything). It's almost like an automated dialing service. I called the number back, and it says, "You have been contacted for marketing research or a sales call". It doesn't say by whom, or what for.
I called Discover Card, and they did not confirm that it was them or one of their partners calling, but did put me on their two Do Not Call lists. Hopefully that will do the trick, as all these calls are very annoying.
Found information that this number 866-831-4847 was from one of Discover Cards outsourced telemarketing numbers. I called Discover Card directly 1-800-Discover and told them what was happening. I gave her the number and she verrified that it was theirs. She asked if I wanted off of their call list for special offers and I said YES She thanked me for being a discover card customer and I said we will see if I still am in a few days. They said it will take a few days to go into effect. I also mistakenly told her 888-891-4748 first and she also verrified that as one of their numbers.
I received a call from the 866-831-4847 and found that it was from Discover. When I think that I am getting a call from a telemarketer, I do a search on them and verify who they are. Then I use my favorite new phone to add the telemarketer to my blocked caller list.
I had no idea that my new phone had this feature when I made the purchase, but hopefully I will never own another phone without it. If you do a search for Panasonic Call Block, you will probably find my phone (There may be others that have this feature, but I have the Panasonic KX-TG9344T). When I receive a call from an unwanted caller, I simply view the CID Log, scroll to the desired number, select save, select Block Calls.
Now when that number calls, the phone will do a half ring and go silent. Once I add them to my blocked caller list I can hear the phone do it's half ring and I get this satisfying feeling that they are blocked (I think that they get a fast busy signal). After a week or two of them receiving that signal, they appear to stop calling all together. I still request that companies take me off of their call lists and I am registered on the 'do not call list' but now I have the power to enforce it myself and immediately.
If you are a person who dislikes being disturbed at home by telmarketers, I highly recommend that you seek out a phone with this feature.
I just received a call at work from this number. I am an travel agent and the foreign sounding man made up some sketchy trip...didn't even know how to pronounce the name of the city he was going to. He said he was from IGI. He didn't book anything, but said he would call back in half hour...yeah right.

Called Discover today to be taken off their call list, i'm on the Do Not Call list so not sure why they even started calling.. thanks for the tip though!
same thing, they call and hang up. I called Discover - thank you to the people who did the research and found it it was Discover- the person I talked to actually confirmed that Discover has been receiving a lot of complains about this. This is from one of the companies they outsource. She said Discover is looking at stopping doing business with that company... we shall see. Note: I was already on the Do Not Call list, they called me anyway.

Call Discover (1800 Discover) and tell them if you get one more call from this "third party vendor," you will close your account. That gets fast action.
