    Machine recording for a "debt collection agency".  It had a call back number which I did not note because I had no pen or paper ready.  The call mentioned something about being mandated by federal law to state that it is a debt collection notice, possibly to scare people into calling them back.  I figured if they really wanted to collect on an upaid debt, which I have none of, an actual person would call me.

    Its a recording that calls, it does not say who their calling for just that they need to speak with you concerning a debt. Well I know I don't have any outstanding debts. So whom ever it is they can just kiss me where the sun don't shine...............

    I got one of those calls today 06-07-2007 from number 866-849-2438 Wanted to speak with me, I hung up. But then I googled it and found all this information. What is so strange is that when I looked up my credit report from 2005( I save them) I had a negative report from NCO from none other than Hollywood Video from 2003, which I have not been to since 1999, because we move to far to go there. I think I will be going to Hollywood video and speaking with someone it's just awfully strange that everybody out there does not seem to pay Hollywood back for there movies. My outstanding balance is $210.00, wonder what i bought there. Or was I just to plain lazy to bring that movie back. I'll keep you posted......

    These guys started calling me about 6 months ago. I have plenty of debt (!) but am never in arrears. I actually called back once to warn them to stop calling but was on hold for 5 minutes so hung up.
    If a debt collection agency has a real debt to collect, you will get both a written notice AND a phone call. Everyone who owes money knows they do so if you know you don't, don't call them back.
    I put their phone numbers on my blocked list: you might need to ignore or block all calls from numbers with no caller ID (they use this a fair bit) and periodically they change numbers, I guess in an attempt to get around this. So every couple of months you need to add their new number.

    After I got a couple of harrassing phone calls from a particular creditor 15 minutes apart a couple of days ago (yes, 15 minutes, the [***] didn't even wait a day), I did some research into creditors.

    Turns out they do illegal things all the time.

    They cannot, for example, demand a certain level of payment at a certain time.  This is simply a way to get money quickly.  They also cannot send you to jail or garnish your wages or any other crap they try to pull on us to get you to capitulate.

    They also cannot actually impact your credit rating.

    Basically, as I pointed out in a piece of mail to another collection agency, they're debt pawn brokers.  They go to companies like hospitals and other things and purchase useless debts for pennies on the dollar, sometimes literally for just a penny, and then try to get the full amount from the original person.

    This is all fine and well, and that part is, in fact, legal, but they go to illegal realms to get the money.  The fact of the matter is that you control the flow of cash, not them.  They cannot dictate how much you pay at a time, nor can they demand that you must pay it all at once.

    And, once a call is made, they must send you a written notice in 5 days, or else the whole thing is invalidated, and that first written notice MUST contain a clause in it about notifying the company that you dispute the validity of the debt (usually within 30 days).

    And there is another detail as well.  It is, in fact, extremely illegal to harrass extended family members and places of work for debt collection.  They cannot just do it, although a lot of them do.  And, after a certain amount of time, the debt is considered completely invalid anyway, due to statute of limitations.

    Just an example, last year, a collection agency was calling my parents for a debt I had with Boise State University.  Well, I haven't lived with my parents for over a decade, well over one, and I am married with my own family now.  I called the agency, who got very annoyed with me and very demanding, and then I found out that the debt was at least two years invalid.  I called them back for this, they got even more rude, and then hung up on me.  I haven't heard from them or heard of them calling anyone else since then, though.

    And, whatever you do, if the debt is a legitimate one that can be verified, do not give out credit card or bank account information over the phone, and do not send checks.  Some of these companies are unscrupulous enough to continue to "assess payments" well after the debt is paid off.  Instead, get a mailing address and send money orders.

    Received phone call from this number on both my cell and my landline. Both ended up as missed calls. Both of my numbers are on "do not call" lists. I read that this is a collection agency. I have no debts whatsoever.

    This call is from NCO financial services.  True, they can threaten that they are a debt collection agency, but, by law (the very one they claim needs to address them as an agency), they must send you a notice within 5 days that states you can dispute it.  If you get no notice, their calls are illegal as they are merely soliciting.
