    They call, and call, and call, and call...  But, they never leave a message stating who they are, who they're calling for, what they want, absolutely nothing except incessant calling.

    I owe nothing to any one, so why are they calling me.
    I have checked my credit report 3 times, and I owe nothing.

    Have called me as well. Obviously a nefarious outfit. Claimed I had a bank account at an instituion that I have never done business with. Had all my info (Not that hard these days I guess) Caller sounded Indian, so this must be a boiler room scam operation.

    I don't know what a boiler room scam is but if it involves a room full of Indians talking on the phone......don't want none of that ..thanks anyway...............NCO FINANCIAL........ WILL BUY OLD DEBTS AND REINSTATE THEM.....THEY WILL NEVER GO AWAY,,, THEY WILL COME CLOSE TO THE DUE DATE AT END OF COLLECTION PERIOD USUALLY 7 TO 10 YEARS.. THEN WILL GET REINSTATED BY THE SAME DEBT COLLECTION COMPANY..NOT ALWAYS LEGAL BUT THEY DO IT ANYWAY... AT ONE POINT IN TIME YOU PROBABLY OWED SOMEBODY FOR AN OLD BILL...DIDN'T PAY  .... AND IT WILL CATCH UP..SOONER OR LATER.......THERE ARE TIMES WHEN NAMES AND NUMBERS DO CROSS MATCH AND IT COULD BE ANOTHER PERSONS DEBT...IF YOU TAKE THE TIME TO ANSWER WHEN THEY CALL BACK USUALLY WILL STOP THE ANNOYING PHONE CALLS....AND PROBABLY EVEN HELP CLEAR UP YOUR CREDIT REPORT...NCO REPORTS EVERY MONTH GOOD OR BAD IT IS THERE.. GO TO YOUR FREE CREDIT REPORT .     I got this call this evening, they left a message but I could barely hear them...I had to replay the message again at full volume and even then all I could get was the phone number and then they give me a reference number that was so loud it about busted my eardrum! No idea who they were until I checked this website. They are not on the credit report so do not know why they are calling here and no idea who they are looking for as I could not understand the person at all and they spoke so low, I couldn't hear the message before they gave the phone number. Their number didn't even show up on caller id!

    I just got a call from this number this morning on my cell phone. They left a voicemail saying legally they have to tell me they're calling to collect a debt and any information they recieve will be used to do so. After reading these posts and all the posts on ripoffreport.com I'm scared to call back!! What should I do??

    Just got another phone call "This is Bill Deckert. please return my call at 1-866-889-6745. Thank you" No company name or anything. I have been finding a lot of information on this company thru other consumer complaints. No way am I going to call back and deal with this company.

    DON'T TALK TO THESE SCAM ARTISTS!  They will not and cannot clear up your credit report, they'll just take your money and re-sell the debt to the next sleazy collector.  This outfit is beyond scum - take a look at this from the Bud Hibbs website:

    NCO Group to Pay Largest FCRA Civil Penalty to Date

    One of the nation’s largest debt-collection firms will pay $1.5 million to settle Federal Trade Commission charges that it violated the Fair Credit Reporting Act (FCRA) by reporting inaccurate information about consumer accounts to credit bureaus. The civil penalty against Pennsylvania-based NCO Group, Inc. is the largest civil penalty ever obtained in a FCRA case.

    According to the FTC’s complaint, defendants NCO Group, Inc.; NCO Financial Systems, Inc.; and NCO Portfolio Management, Inc. violated Section 623(a)(5) of the FCRA. The law specifies that any entity that reports information to credit bureaus about a delinquent consumer account that has been placed for collection or written off must report the actual month and year the account first became delinquent. In turn, this date is used by the credit bureaus to measure the maximum seven-year reporting period the FCRA mandates. The provision helps ensure that outdated debts – debts that are beyond this seven-year reporting period – do not appear on a consumer’s credit report. Violations of this provision of the FCRA are subject to civil penalties of $2,500 per violation.

    The FTC charges that NCO reported accounts using later-than-actual delinquency dates. Reporting later-than-actual dates may cause negative information to remain in a consumer’s credit file beyond the seven-year reporting period permitted by the FCRA for most information. When this occurs, consumers’ credit scores may be lowered, possibly resulting in their rejection for credit or their having to pay a higher interest rate.

    NCO is so bad, that in 2003, they have been sued 40 times for violations of the Fair Debt Collection Practices Act (FDCPA). These suits are usually filed when consumers are abused in violation of state and federal debt collection laws.

    NCO is a money-mill, gobbling up competitors, buying portfolios of old debts for pennies, and expanding globally. These money-beggars are making their bottom-line profits at the expense and abuse of consumers.

    One wonders how many lawsuits are NOT being filed because consumers do not know their rights or that NCO CAN be held accountable for their illegal debt collection practices.

    Apparently, NCO is not spending enough time and money to properly train their debt collectors in accordance with law, the FDCPA. Do they hire any derelict that may be in-between court and treatment dates simply to harass, abuse, and oppress consumers? There is no mention of drug testing at their web site, so can you be hired at NCO if one has bad habits and a need for fast-cash. This must be a 'dream-job' for anyone with a prison record, drug habit, or any con artist out to defraud some fast money off unsuspecting consumers. Are you aware of the personal consumer information these money beggars have access to? I shudder to think how much information is being illegally used at agencies such as NCO. You should be VERY nervous about the type of individuals who have this unprecedented and open access to ALL of your personal information.

    It's just a matter of time until collectors start calling with accents from countries like India, Pakistan and....(ooohhh my gawd!!)

    NCO's CEO, Michael J. (kinky) Barrist seems to be astonishing Wall Street (NASDAQ:NCPM) with his financial wizardry. He certainly appears to be pumping up the bottom line. (One lawsuit at a time?) In my experience, this type of greed and consumer abuse will catch up with NCO, just as it did with Commercial Financial Systems (CFS) and Outsourcing Solutions Inc (OSI). Both operations were out of control just prior to their filing for bankruptcy protection. CFS's top brass is facing federal criminal charges in highly anticipated court proceedings scheduled for later this year.

    If you are receiving abuse from NCO, contact me for referral to a local consumer law professional in your area. NCO, with $800+million in revenues last year, has more money than a South American drug cartel, so use the law to make them pay when they violate the laws and your consumer rights.

    Do not let NCO's under-trained, uneducated and FDCPA lacking debt-collectors make a paycheck at your expense.
    Big agencies pay big salaries to their ego-driven brass. NCO should spend a lot more time training their collectors and dealing with consumer complaints, in this case BIGGER does NOT mean BETTER! (Except for Kinky and his top brass team of money beggars)

    REPEAT: TALKING TO THESE THIEVES ONLY ENCOURAGES THEM.  Ignore their calls, send a cease-and-desist letter, and if necessary, contact NACA for additional assistance.  NEVER GIVE THEM BANKING OR CREDIT CARD INFORMATION.  No matter how bad things are, dealing with these jerks will only make it worse.  Best of luck to all.

    They keep calling and it comes up "unknown caller"  I tried talking to them a few times to let them know that the debt they are calling about was my ex-husbands (have even sent them the divorce decree) and that it should have already been off of my credit.  Somehow it is showing as a new debt from a year ago...despite it being 12 yrs old.  I dont answer anymore. It does me absolutely no good.  When I get off of the phone I think it is all worked out ...then a couple of days later another call starts off a new series! Wish I knew what to do to sue them without having to fork out money I dont have for an attorney. Obviously money is the only way to get things across to them.

    Just got a call saying "This is Bill Decker, please return my call at 1-866-889-6745. Thank you" No company name just some reference number. Called and found out it was NCO trying to collect a debt my over 21 daughter may or may not owe. I've told them not to call several times. I've written them 2 cease and desist letters -- evidently they are above the law because they keep calling and calling... and this isn't even my debt! I wrote a complaint to the Attorney General's office, I'll let you know how it goes.

    They keep calling and never leave a message.  This time the phone rang and by the time I got to the phone (3 rings only) they hung up.  They call in the evening sometimes when I'm putting the baby to bed or going to bed myself.  This is VERY annoying since they don't bother to leave messages and you cannot call back.

    i have been receiving phone calls from this number. they are not leaving a name of who to contact just a recording that leaves the phone number and ref number to refer to. I have not called them back. i have also received several letters in the mail from them about a so called debt that i owe. What do i need to do about contacting them or complaining about them calling late at night.

    Well, it happened folks.  After months of being away for the winter while these inaudible calls from "NCO" piled up and clogged my answering machine, I called back and guess where the call went.  INDIA!!  Very personable, albeit difficult to understand young man said this call is for someone with the same last name as mine.  I informed him that person did not live here and he said that he would have my number removed from his listings. I said please do.  Now I wait and document any future calls.
    Per law, they make one legal attempt from someone to find the second party they seek.  
    In my State, Ct. these complaints are handled by the State Banking Dept., not the AG. Very convenient web site with the complaint form right there.
