    Got a call from this #, seems to be a legit company, and bill even. One problem, it was paid 2 years ago. I have copies of the payments, and the original biller does too, they don't use this company, never have. They have it listed "Payed in full", no idea why I'm getting calls. I will be turning this # in to Attorney Generals office, let them find out who's trying to rip who.

    Don't answer these [***]. They are scammers. Pretend to be collection agency. Tried to get me to pay a bill I did not owe. Said they will take other measures if I did not pay. Of course I told them to go ahead and take the other measures. Keep calling me. If you know how I can block the number or report them, please do tell.

    Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.  

    Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.

    This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc.  NCO Group is a debt collector that uses automated prerecorded collection calls.  In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc.  Mr. Watson filed suit under both the FDCPA and TCPA.

    David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors.  Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call.  Judge Davis wrote;

    [The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.

    Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.  

    So what can you do if you receive "wrong number" calls from debt collectors?

    1. Sign up for the Do-Not-Call registry.
    2. Save the calls captured by your voice mail or answering machine.
    3. Contact a consumer lawyer.

    I tried calling this company back from a different number. When I asked them what their company did, they said that they do "a lot of different things". They couldn't tell me anything, but kept asking me for my name and how I got their number. I don't know for sure, but this really has a scam like feeling!

    This number called me a couple days ago claiming that I had left over hospital bills from over a year ago.  They knew the date that I was at the hospital, but not any other information.  They seem to be legit, but they are NOT.  It is a scam!!!  I called the hospital, and I have no bills left to pay.

    Thanks for posting this.  One of my friends gave my phone number for something and now CACI keeps calling me.  I told them my number does
    not belong to the person they're looking for.

    These people call me constantly because a friend used my phone
    number when he went to the hospital.
    I've told them a million times to take my number out of their
    system.
    My friend won't call them back from a pay phone to tell them to
    take my number off their records. So he is no longer my friend.

    These people are not a legitimate collection agency....They have just enough information to make you believe they are. Not sure how they got the information. The hospital told me all bills were paid by my insurance company and the co pay when I was at the hospital. Some how a scam......I called the Attorney General's office to file a complaint.

    Samantha with CACI called. When I put them on hold to get the person she asked for, she hung up.

    This company keeps calling and when put on hold to get the person they ask for, they always hang up. How stupid is that?

    This number called me and hung up. When I called back I said this number called and hung up on me, The guy asked me for my name and I said well wats your name? He said somthing with CACI and asked me my name again. I said well wat does your company do? He said What is your name again and I said shouldnt you know that if you called me?? And he said if Im not going to tell him who I am then we can end the call and I said go ahead!!!! Needless to say he hung up!!!!

    Hey....now that I have read the details about who this is....and thank you btw, I have received a call from this company before but it was from a local number....when they called me they were trying to get ahold of someone I knew....who I'm sure had used me as a reference for something.....I told them they have the wrong number because quite frankly they do.....and when u say that your not supp to get any more calls from that place...now this is an 866 number...so they are just trying to trick me.....stupid idiots!  sorry people but I'm not who u want so leave me alone!
