I called the 909 number and some guy that sound drunk answered the phone. he would say 3 words and hang up. it is a scam for sure. we need to find these people and bring them to justice.

Form 1099-C, deals with cancellation of debt.  Creditors are supposed to file this form for each
debtor for whom the creditor  canceled $600 or more of a debt owed to the creditor over the course of the reporting year. Any amount cancelled becomes more adjusted gross income subject to taxation during the taxpayers reporting year.

Not clear to me what sort of scam they could be trying.

Other sites have reported this number coming from a group known as MS and Associates

    Only address I can find:
    MS Associates
    P.O.  Box 172
    Buffalo
    NY
    14202

This area seems to be a breeding ground for kitchen-table debt scammers.

MS and Associates is also related to:

    TGK Services
    3435 Harlem Rd Ste 5
    Buffalo, NY 14225
    (716) 931-5331

As I understand the instructions for that form, it can only be issued by the original creditor, not a debt collector or debt buyer.  Also, the issuer must be a regulated entity such as a bank or credit union.

It's a predatory collection agency. I called back and had to fight to get their info. They said they were M&S a collection agency. Talked to Joe Metts asking for someone named Charlotte. When it was clear this was a wrong number I asked to ensure they never called again. He responded that he would call every day. Refer these calls to your attorney General.

The company is MS Associates, they are 3rd party debt collectors. From what I can tell usually small debts such as utility bills. They press for you to pay based only on the story they are telling you, and become irritated when you ask for some documentation and/or proof. For me, they said I had failed to pay my final utility bill in another city before I left, about 4 years ago. My payment history with the city utilities and my FICO score should tell them that I am not one to walk away from my obligations, but if I somehow missed this one I would gladly pay it. Instead of providing me with some documentation, he wants me to settle for half, with no documentation.

My 80 year old parents have been harrassed by someone calling from this number.  Wanting them to pay them money or they were going to serve "papers" on my dad.  After requesting documentation for what they're trying to collect, they just go into a rant about paying money to them.

Yes, that's correct.  The debt collector is just trying to scare someone by waving around a 1099C form.  What those fools don't realize is that if a creditor files a 1099C then that is an indication that the debt has been forgiven.   And if that's the case, why are they trying to collect on a forgiven debt?   It's all crazy, but the debt collectors who use that tactic are running a risk of prosecution, I think.

Print up this thread and give a copy to your employer's HR Dept and/or manager, so they know you're being harassed by scammers.  These folks are not legitimate in the least and they can't do zip to you.  BTW, victims of identity theft are NOT liable for debts incurred in their name by the ID thief.

    Report them:  http://www.consumer.ftc.gov/articles/0149-debt-collection

Also contact your local attorney general.

Seems to me to be a form of elder abuse.

If they continue to bother you, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the [***] are working out of now.

Should shut them up for a little while.

You are correct, once the 1099C is filed they are no longer allowed to attempt to collect the money.
