876 433-3797 called me today and said I had won 5.5 million dollars for something I had entered and all I had to do was get a Western Union  NCN No. for $312 ($299 for the money order) made out to a Howard Young and tomorrow someone would come by and give me the $5.5 million.

At least he did not say someone was gong to come by and rape me like the person above!

THIS IS A SCAM. This is a version of the advance-fee-for-something scam where something is a grant, loan, lottery winnings, interest rate reduction, tax reduction, gift card, refund, doggie, cruise, vacation, free gas, etc., and the advance-fee is for tax, shipping, registration, insurance, secure handling, processing, etc. They may send you a fake check, may want your credit/debit card or bank account number, or tell you to wire cash via Western Union, Moneygram, etc. They can put recurrent difficult-to-cancel monthly charges or a 1-time charge on your card or bank account, and sell account info to other criminals and you'll have to replace accounts altogether. Wired-cash is irretrievable - once it's picked up at the other end, it's untraceable and gone. If they want you to call them up for instructions, they may tell you not to discuss the wire with Western Union desk clerks but the real reason is WU clerks are familiar with these scams and will warn you not to wire the money.
Beware area code 876 is in Jamaica and you'll be charged international phone rates if they want you to call them. There is also an ongoing scam where the 876 number they give you to call is a premium rate number (like US 900 numbers), they try to keep you on the line for as long as possible and you'll be hit with a large phone bill.

Unfortunately, Chris, these maggots prey on the elderly, who are a. very trusting and b. very vulnerable.

They're not dumb. These scum know all the tricks.

I tried to string them along as long as I could. Then I called my local P.D. They are sooooo NOT INTERESTED in catching these turds.
