Ivy manning Stein.  Fraud.  Company doesn't exist.  Falsely claiming to stop a deposit.  Likely trying to get routing numbers.

Being an attorney, it's surprising to be told to "[***] off" by these fraudsters who claim to be lawyers. IF THESE PEOPLE CALL YOU, DO NOT RESPOND. Ignore it and move on with your lives, and contact your state's attorney general's office.

I missed the call, but caller left a voicemail with Robot voice about a failed bank draft with a case #.  And that I have been legally notified... What a crock of sh**!  Scam Scam Scam  I'm sure if there is a failed anything with my bank.  My bank would notify me,  not a Robot with some generic case # 309017 there probably given to everyone.  Ignore it seriously.

I received a message from this number stating a deposit has been delayed due to failed act draft and a title 18 review has been held against my funds. They want me to contact them with an assigned case number. To end the message they state that I "have been legally notified".

No one is "legally notified" by phone, fax, e mail, smoke signals nor semaphore flags. US mail or served by a court approved server.  What they told you doesn't even make sense.  This is obviously a debt collection scamming operation.
This is a common ploy by criminals attempting to extort money from people by scaring you into believing that you will be criminally charged, go to jail, lose your driver’s license, have wages garnished, be sued, and a variety of other variations on this,  all for an alleged or nonexistent debt.  One of the tricks they use is to call your work place repeatedly in an attempt to shame you into paying.  They also use the “process server” who calls and claims he is going to serve you, but then says you could avoid it by calling another number.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

I got the same message a few minutes ago.  On my answering machine, it sounds like an intentionally-poor recording, with garbled words and background noise.  Caller ID showed PRIVATE for both name and number.  I think anyone who hides their number is clearly attempting a fraud, and I never answer such a call.
