I also get numbers calling me that are unavailable with no number to return a call? It's using up my minutes on cell phone..sometimes 5 in a day...seems they are timed calls. I called the phone company and asked if they could be blocked and they said not at this time. I asked if they could tell who was calling me and she said that I would have to go to a legal agency or attorney to have the records supboened. I just filed a complaint with the attorney general of Pennsylvania...what have you found ouT?
- kathy s replies to JUDY PThe company is NCO FINANCIAL THEY ASLO USE 1-888-899-6028 they are really the scum of the earth. Most of their collectors are from the gutter. They aren't able to get real jobs. Their address if you need to write telling them not to contact you amy more is..file a complaint..send them a letter just stating you want no more contact from them, return receipt request. This should stop them...also file a complaint and copy of the letter to your state attorney general. If they call you after you gave them notice...document each call time and conversation..it's money in the bank for you...so it's at your advantage they call. I just filed..

Getzville, NY 14068-1602 - BethWe received calls from a "Pat Clark", no ext. or file #, just says regarding a very important personal business matter, for us to return call at 1-877-603-7161. I called it to hear a recording "Thank you for calling National Enterprises ......". I've dealt with them before and most of their collectors are NASTY SCUMBAGS who will tell you anything to make you pay the debt, including that they'll take you to court (which I learned they can't in my case b/c they are in Ohio and I'm in NY). They yelled, cursed, etc. Back then I did some research online regarding debtor's rights. Once you are informed, you can deal with these people and others like them. I suggest contacting your local Credit Counseling Service, mine gave me a number to call and I received a booklet about rights and responsibilities for my state (NY). It helped immensely. They have caller ID to know the ph # I was calling from wihout my telling them. The first time I dealt with them, I refused to speak to anyone who couldn't treat me like a human being, and hung up on them. PS - document EVERYTHING about your conversations, names,dates,times,EVERYTHING. You may need to file a complaint with the Attorney General, which I did threaten to do to them. Of course you can ignore the calls as well, they can't do anything to you in NY anyway. I'm a stubborn redhead and like to put those people in their places. Good luck.

- Jess 7/31/08My roommate got a call from these people yesterday, on the house phone that is not my phone, its not even in my name, my roommate told her she had the wrong number and the woman lied to her and said I put that number on an application, my roommate asked what it was for and the woman yelled at her and asked what she was protecting me from...my roommate is PISSED!! She wigged out on the woman. They called like 15 times and never left any messages. I had received a couple calls ealier in the week on my cell, it said No Number and there was no message left...I got a message from a Gina Brown today on my cell phone, she said it is extremely important that I call her back and left the number 877-603-7161 ext 1309...If I decide to call her back it will be so I can put her in her place! I will be sending them letter to stop calling me, and anyone they think is affiliated with me!

- MichelleThey call me numerous times a day, and the guy always leaves the same message, "This is Pat Clark calling about an important business matter." I just don't answer. I guess they think if they call enough times I will pick up. I don't think so! ;-)

- macEveryday I get a call from a Pat Clark. It is a recording. The message tells me he has a personal business matter to discuss with me. He leaves the number 877-603-7161 and tells me to call. If he has something so important that he needs to call me everyday he needs to leave a detailed message of the personal information he needs to discuss or have a live person call. I do not have any bad debt or unpaid bills he could be calling about. I want these calls to stop.

Rules for collections
• Collector may ONLY speak to the person that owes the debt or their spouse. They are NOT able to say to anyone else that they are a calling from a collection agency.
• Can only call from 8AM to 9PM
• Can NOT call multiple times in a day – even if you hang up on them.
• Can NOT threaten to communicate with any OTHER PERSON other than the debtor (or their spouse) and DEFINATLY not their EMPLOYER.
• If the Debtor is represented by an attorney, They can NOT attempt further contact with you.
• It’s the law that a if a debtor notifies the creditor in WRITING that they wish no further communication – they have to stop, or they will be fined by the FCC.
• Collectors can NOT threat or use obscene language, or harass the caller
• Collectors can NOT IMPLY in ANY MANNER that they are an attorney or associated with a legal firm
• They can NOT represent or imply that FAILURE to pay the debt will result in arrest, wage garnishment or attachment.
• They can not legally threat any action that they do NOT intent to take, like a lawsuit.
• The call must disclose their name & the company they are collecting for.
• They can NOT threaten to report to a credit reporting bureau (your payment is late, it’s already reflected on your credit)
• They can NOT use false representation or deceptive means to collect on any debt or to obtain information.
**** IMPORTANT: the statue of limitations is 4 years to legally collect on a debt. Do not EVER admit the debt is yours. Do not EVER agree to make payments. If you pay ONE PENNY, or promise, the collection clock starts all over again!!!

- Lori and DonaldThis lady Gina, ext. 1309 calls my husband and me, several times a day. Today after I hung up on her, she called back to my husbands work and asked to speak to his personnel office. She is telling us if we don't pay within 24 hours that she will file a judgement and garnish my husbands wages. I'm taking kelly's actions above and sending them a certified letter to cease and desist. Sure am glad I foung this site. We want to pay our debt, but they are being unrealistic and harrassing.

- Sherrie AnnThis is the rudest bunch of bottom feeders I have ever encountered. The company is NCO Financial, and they also go by Arrow Financial Services. I have had 2 very rude collectors call me from this company and I can tell you that if they call you DO NOT TALK TO THEM. The first [***] that called immediately started yelling at me and threatened me that they were going to sue me and garnish my wages and wipe out my bank acct. BLAH BLAH BLAH. I told them that I was aware of my rights under the Fair Debt collection practices act and that I knew that they could not garnish unemployment, which is all I have to live on at this time. I have 3 kids and do not receive child support.( The deadbeat dad just got out of prison for beating up his wife). She kept yelling that yes they could garnish unemployment and that they would get a judgement and take everything I had. She called me stupid and a deadbeat.I hung up on her. I filed a complaint with the FTC and they told me that no they could not garnish unemloyment and that what they did was a violation of the FDCPA. They recommended I also file a complaint with the NY state Attorney General. I filed a complaint with the AG and was told that they did indeed violate the FDCPA by threatening to garnish my unemployment and to wipe out my bank acct and by the abusive language the collector used. They are sending them a cease and desist letter. I sent them a cease and desist letter to stop calling and that all communication be in writing only, also. They received that letter today. I was able to track the letter on the USPS website, and it showed that it was delivered and received by them. Then this afternoon, a guy named Pat Clark called and left a message and a phone number, 1-877-603-7161 to call. I had no idea it was the same agency and I called him back. I recorded the phone call and told him I was recording it. This time they said that they were NCO, and I said that a different agency named Arrow Financial had contacted me about the same debt and they said they were the same company.They were very rude and said that I refused to pay them and had hung up on them the last time that they called. I told them that I hung up because of their abusivie collector and that I would not tolerate being abused. I told them about the unemployment and that I had contacted an atty and that they could not garnish unemployment like they had threatened. He started hemming and hawing and then said that they would offer me a discount if I could pay $800 today, and that I could give them a postdated check. Yea, like I would be so stupid to give them by banking information after they threatened to wipe out my bank acct. I told them to send me the offer in writing . They said that unless I paid then and there that it was like I was refusing to pay, and that they would sue me. I said to go ahead, and that my atty said I was judgement proof. Again, he started stuttering and then said that my atty was advising me not to pay. I said no that I wanted it in writing and that was what the atty had said to get. They flat out refused. I told them that I had sent a cease and desist letter which I knew that they had received, and they lied and said that they did not get it. I will file more complaints with the FTC and the AG and send another cease and desist letter, this time addressed to NCO. They told me that with a cease and desist that I would not know if they were going to sue until it was too late. I told them to go ahead and serve me, and that I was not intimidated by them. We'll just see if they follow through or if they are just making empty threats, which is another violation of the FDCPA. I am not taking any of their crap, and will not hesitate to sue them for $1000 per violation. I am just trying to let people know what this company is and what to expect. Your best bet is to just not talk to them. If you do, record them, but make sure you tell them you are recording.Send them a cease and desist letter to not call, certified return receipt. Make them prove the debt is yours and is valid, and do not work out any payments with them over the phone. Make them put everything in writing. Do not give them your banking info or your ss#. These people are ruthless and will use every threat they can think of to intimidate you into paying something you cannot afford. Just because you have fallen into hard times and cannot pay, you should not have to take any crap or harrassment. Most importantly, file a complaint with the FTC and the Attorney General of your state. If they get enough complaints, they could shut them down.

- sherrie AnnJust a quick postscript- I talked to the FTC and asked if I should send another cease and desist letter addressing it to NCO. I called NCO and the rude [***] that answered the phone got all pissy when I told her I was recording her and when I asked for the name and address of the company, she refused to give it to me. I told her that the NY state AG would get it from them and she hung up on me. I called back and this time they gave it to me. I will be filing another complaint with the FTC and the AG for every violation. It is my personal goal to have these [***] shut down.

I have no debt and recently just checked my credit report/score etc. to be sure my identity had not been stolen. Is there something more to this company than debt collectors? If you do answer, be prepared to be lied to and threatened. They will immediately demand full payment or they will sue you.Ask for a name of the agent and the address to send a cease and desist letter to. Report any violations, abusive language or threats to the FTC and the attorney general in your state. Also, record them if you are able to. They are supposed to tell you that they are attempting to collect on a debt and any information obtained will be used for that purpose. If they say they are going to sue, ask if they are a lawyer. If they are not, they are misrepresenting themselves, which is illegal. I am not a lawyer, but am just trying to pass on some advise that was given to me by a lawyer. BEWARE OF THIS COMPANY!!!!!!!!

- Anonymous| 3 repliesBe very careful on this one. I have caller ID and no debt. The call came through at 5:16pm today as "out of area" on the caller ID. Well, they left a voice mail on my answering machine saying "an important business matter" under the name of "Pat Clark" (as so many others have reported). Here's the catch though. 1st, I don't have outstanding debt as many on this list claim they do. In my case, calling that number back with a *69 first to block my number revealed a message telling me to call a 10-10-800 number for $4.99/minute. I looked this up on the internet and it is all part of a scam to put international toll charges on your phone bill if you dial that number and/or slam you with foreign long-distance charges. They are faking themselves as a debt collector to get you to dial internationally. Don't call the international number! Again, Pat Clark told me to call 1-877-603-7161 and calling that number wants you to dial an international number. 100% scam.

Just like the slew of other places that call me asking for someone else, this is the 3rd different name in as many days. Anyone know a Joe Chin? a Michael Wisen? How about an Alecia Winton? I've had my number for 9+ years. Never heard of those folks. If you live in an apt complex you are doomed as they go by address for debt collections and disregard apt numbers. Been dealing with this crap for 9 months...always different names. Get them removed, and new ones crop up. good luck everyone! you can't do anything to stop it and since they call with a different name each time, they aren't violating dnc. Just unplug your phone or change your number is about all you can do to stop these calls.
