Appears to be linked to a collection agency CCS.

I receive a call from this number almost every day.  When I pick up (or let the answering machine pick up) all I hear is very loud noise, which I can't identify.  There is never a person on the line.

I recieved calls everyday for the last week. And it just a loud scratchy noise.  I called it back and got at&t customer service.  Caller id says toll free call.

I received a call and had the same loud, garbled noise.   It continued on several minutes.  Caller id also said Toll Free Call.

After about 2 or 3 minutes of a garbled noise, ATT rep came on and offered to take a look at my phone bill to see if they could offer me a better package.

We got a call from this number approx. 8:46 p.m. and let the answering machine pick it up.  Caller ID said Toll Free Number.  It left a message and sounded like a heavy-breather!
We did have phone service last week for noise on the line so I wonder if it's a workman working on the line again and he just breathes heavy?

Same kind of call as CBB describes...sounds like heavy scary breathing, like Satan according to my mom... so this is not an individual incident to you guys
