    I have received calls from this phone number together with  number  202 607 2807 at the same time. Both numbers shows on the coller ID.  The coller won't leave a message. this goes on all day long, until late at night.  The have the option t leave a message, but they won;t.  I am now tired of this,

    This shows as BCR (Bureau of Collection Recovery), with caller ID identifying it as 202-607-2807. They are calling my phone even though this household owes no debt at all. I believe they are using spoofed telephone numbers to mimic the local area code and deceive my caller ID. I suspect that this is a fraudulent attempt to collect debt. The federal court docket shows that many people share the opinion that BCR is not engaged in ethical debt collection.

    People should know two things. First, The Fair Debt Collection Act requires any debt collector to provide a written proof of a debt on request. Second, in 2009, the Congress passed a law called the Truth in Caller ID Act making it unlawful for anyone to spoof telephone numbers.

    The appearance of a locally dialed number is a practice adopted by several collectors in the past few years. It might be a spoof or a block of numbers assigned outright for rerouting. "Ethical debt collection" is practically a contradictory term.

    The FDCPA has lots of fun tools to preserve one's rights and privacy, and often assets. It will in your case support your sending BCR a cease-comm notice. Truth in CID (Shall it be TICIDA?) won Presidential ink in Dec 2010, and the half year review period just ended last month, so really we haven't seen a good field test.

    TICIDA lacks the FDCPA's private right of action, and will likely be as poorly promoted as the other consumer laws, so I don't expect it to get much enforcement. Callers with something to hide will merely all resort to "unknown" and dud displays like most do already.

    HOW-ever, as to the sneaky "local" calls from out of state, and any other suspect CID manipulation, there is hope if your state has a decent UCC or "mini FDCPA". One could classify CID hijinks as deceptive practice, and suddenly they upgrade to a FDCPA violation as one of those unspecified legal fouls it covers.
