Who is behind this number?

my caller id displayed this number  877-840-3852....person on other end said they were calling from JSK Staffing and started asking questions about one of my neighbors.  I responded with "why are you calling me..... call the person you want.  with this they hung up.
if you call the number .... you constantly get a busy signal.
BEWARD...THEY ARE SCAMMERS.

They are a collection agency illegally calling neighbors in order to obtain information on their targets.

Schockingly it's not illegal to call neighbors to locate someone as long as they don't disclose there is a debt owed.

Reportedly calling as One On One Staffing.  They called under the guise of doing reference checks on an applicant and asked for both my son and daughter.  They never had any mutual friends and never heard of the "applicant's" name - Nancy Davis.

I just received a telephone call my Caller ID said Out of Area !-000-000-0000 It was a girl asking me to give a reference for someone named Alex Fry.  The girl claimed her name was Carly and I asked her phone number and she gave me 1-877-840-3852 and said she was from Jask Staffing and she was located in Florida.  I did not know Alex Fry although know a few Alex's so I asked her to have Alex call me.  She claimed she would and then hung up.  I called back the 1-877-840-3452 number she gave me and it is constantly busy.  I see from the many Websites regarding that number they are a collection Agency. This can't be legal.  

This company has called a new neighbor saying that I had applied for a temporary job and the needed a reference. She said she was busy but would call back...and also told the caller that she didn't know anything about me.
Very disturbing...they had too much information on myself and my new neighbor.
