Caller identifies himself as Melvin with the IRS and says there is a legal petition against me for tax evasion and fraud.  The matter will be taken to federal claims court and a warrant for my arrest will be taken out. For more details I should call the number 888-369-8791.  He has left the same message on my voice mail 2 days in a row.

I just received the same message.  I tried to call him back, but my call was unanswered.  This is suspicious, given that "Melvin" states he is from the "Internal Revenue SERVICES" not the Internal Revenue Service.  Further, the IRS does not have the authority to issue a warrant (as "Melvin" claims.)  I would disregard the message.

I am calling the IRS to let them know this is being done.  I don't respond well to threats.

Same call as well.  "Melvin" had a distinct Eastern European accent.  Very shady.  Since I am in New York, I will also be filing a complaint with the NYS Department of Financial Services:

Just received the second call of the day from 'Officer Mike Smith' with a very foreign-sounding accent and from a bad connection. He asked for my husband and when I said he wasn't here, he proceeded to tell me there was a petition against our names for tax fraud.

Got a call from Melvin…on my message machine, called it back…a lady answered, I told her, be careful man - people are reporting you…she hung up.  I then tried it again, and the famous "Melvin" answered…I told him the same….beware…people are reporting you…and he sounded a little concerned and then went silent….

I got the call from Melvin today. Left a message and I called them back. Talked to Angel with a thick accent saying there was going to be an arrest warrant issued today and asked if I had a criminal attorney with me. I started questioning her and asked her several times where she was from and what the heck this was about. She hung up on me when I said I thought this was a scam. I called back several time to be hung up on and the last guy said he was Officer (something). I argued with him on why they were calling and scamming people. Connected me with Melvin (which was really him trying to disguise his voice. I ended up hanging up up on him!

Melvin has called me twice this morning.  The first time (caller ID: Milford, CT)  he told my husband that I was being investigated for tax evasion.  When my husband told him to send us something in the mail, Melvin said they had already done that in March.  At that point, the line went dead.  He called back about an hour later.  Caller ID displayed "Unknown Name" this time.  We didn't pick up, but Melvin left a message on our machine repeating the tax evasion message and stating that a warrant was being issued for my arrest.

"Melvin" has been a very busy little scurrilous cockroach. He's already left his spoor all over this site & several others as well. If he keeps it up he may be as famous a fraud as "Rachel" one day. At least the fraud is original. We're kind of tired of hearing about "Shawns", "Ryans", "Jennifers" & "Jasmines". How a scammer can come up with an alias of "Melvin" is beyond me though. I really doubt that the schemer has been reading classic literature. Is there a comic book hero named "Melvin"? Maybe a famous porn star in Mumbai named "Melvin"?
Oh well, it doesn't matter. "Melvin" is just another rinky-dink fraud with dreams of riches. Ignore him. He'll soon be back to selling questionable meat, skewered on sticks, on the street. That is, unless someone catches up with him & forcefully shoves him up the backside of his goat. Which is likely. I don't think "Melvin" is going to scam enough to keep up with his pay-offs.
    Alska,
    Gunnar

I just received the same message on the 12th.  I did not call back.  The number on the 1st call was 888-393-2421.  I tried the 1st number but wouldn't you know it, it's been disconnected.  Today I got the same message from Melvin but the number was 888-369-8791.  So I decided to call.  He wasn't available so I talked to Jennifer Smith.  She basically said I needed a lawyer because they were going to put out a warrant for my arrast.  I told her to go ahead and she hung up!  Bring it on!

Message on our answering machine from "Melvin".  Said he was from IRS audit department.  Said he was contacted by legal division and that I was wanted for tax evasion and fraud.  That I would be arrested soon.  Gave this number to call back -- 888 369 8791.

Scammers continuing to pose as IRS agents
    May 29, 2014

Tax season may be over, but scammers posing as IRS officials continue to call, saying people owe taxes and better pay up. They threaten to arrest or deport people, revoke a license, or even shut down a business. How do they do it? By rigging caller ID information to appear as if the IRS is calling, and sometimes even making a follow-up call claiming to be the police or the DMV.

We posted about this last month, and got a tremendous response from readers. Lots of people wrote to tell us about variations of the scam: robocalls from “Heather” from the IRS, or calls claiming to be from the Treasury Inspector General for Tax Administration (TIGTA) and mentioning IRS codes. But the scam always ends the same way: a demand for money loaded on a prepaid debit card, sent through a wire transfer, or paid by credit card.

If you get a call or email like this, report it. Here’s how:

Report the incident to TIGTA online or at 800-366-4484.
File a formal complaint with the Federal Trade Commission at ftc.gov/complaint. From the complaint homepage, select “Other” and then “Imposter Scams.” In the notes, please include “IRS Telephone Scam.”
If it’s an email, forward it to the IRS at phishing@irs.gov. Don’t open any attachments or click on any links in those emails.
If you owe — or think you owe — federal taxes, call the IRS at 800-829-1040 or go to irs.gov. IRS workers can help you with your payment questions.
The IRS doesn’t ask people to pay with prepaid debit cards or wire transfers, and doesn’t ask for credit card numbers over the phone. When the IRS contacts people about unpaid taxes, they do it by postal mail, not by phone. Read Government Imposter Scams for more tips on avoiding a scam.

And what if you got a robocall from Heather or someone else? In addition to reporting it:

Hang up the phone. Don't press 1 to speak to a live operator and don't press any other number to get your number off the list. If you respond by pressing any number, it will probably just lead to more robocalls.
Consider contacting your phone provider and asking them to block the number, and whether they charge for that service. Remember that telemarketers change Caller ID information easily and often, so it might not be worth paying a fee to block a number that will change.

I just came home to the same voice mail at my home here in Seattle.  From Melvin.  He's a busy guy.  Caller ID said Private Caller.  I saw all of the holes in this phony message right away.  I will report it as Amy Hebert and others have directed.  I wonder if Melvin's parents would be proud or ashamed of him.  I am constantly amazed at human predators who thrive in harming others.

Melvin called me today, 08/19/2014, with the exact same message.  Absolutely ridiculous effort on their part.  I'm going to report as well, per Amy's instructions above.  I sure hope they catch these people!!!!!
