    A guy introduces himself as a IRS representative and asks me to return the call in an intimidating tone. Sounds like a black guy and sounds like a scam.

    There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

    Short answer:
    The IRS never initiates a contact via phone.
    They always send a snailmail first.

    Originates in either India or Pakistan.  Either way they are pretty much outside the reach of US law.  Call blocker is your best bet.

    This morning, I just received a recorded phone message supposedly for the IRS, sating my name name was under scrutiny and I should call the IRS at 888 392 8415. If I did not call, I would be taken to court.

    Today I was told if I didn't return the call at 888-392-8415 immediately there would be a warrant for my arrest. Said it was an IRS matter.

    Received this call today.
    "Call back immediately or a warrant would be issued in your name for arrest".
    No iD or contact info for when you call back. I can imagine the first question is "and to verify who you are, may I have your SS number and D.O.B . . ."  
    Yes, "aggressive"-sounding but an electronic voice or voice-concealing device is used.

    Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.

    Received a few calls from 888-392-8415, an IRS agent threatening me with immediate arrest if I didn't call back. Today I called back and an individual actually answered. I asked if this was the IRS and asked to speak to the c--k s----r in charge
    and if he was the c--k s----r in charge, he hung up on me.
