This is a marketing service for XCEL Energy.  They are trying to push discounts if you sign up for different service options.

Calling my cell 2-3 times a day and there is nothing there and then you hear background noise.  No one every speaks...

this is xcel energy trying to get you to use their saver swith for your home ac.  they will give you a discount on your bill if you use it.  im an electrician and have delt with these things before and if the summers get real hot where you are, then this thing is not worth it.  be careful if you decide to use it and read all the fine print
