THis is a large Marketing company that does Internet and phone marketing.  They probably got your phone number from Wal Mart, Home Depot, Lowe's, Kohl's or any number of other large national accounts where you paid with a cxredit card and the clerk asked you for a phone number.  You are NOT required to give your phone number or any other personal information when you do business with a large national vendor and use your personal credit card.  They all ask you for it, and this is where it goes.  Horizon marketing buys your credit score and other personal information that is available nationally to target you for other accounts.  DO NOT participate in any of the phone surveys that follow this acquistion of your phone number and end by asking you for personal information like your race, age and the range of your annual income!!!

You are right!  It is Horizon Marketing.  Look at their web site.  List your phone now on the federal "Do Not Call" list, then file a complaint.

Voice recording call with a girl asking to support Exchange Students.  I have a vendor call blocker and they still broke through!

Same information as above, supposed non-profit org. looking for homes for Exchange Students.   I am on the "Do Not Call" list which apparently has no teeth.

I never give out my phone number at stores, so they must have found another way to get it.  I just received a call from Horizon Marketing and a distant-sounding young woman's voice did say something about a foreign exchange program.  They gave the option to press "3" to be removed from their list.  As soon as I pressed "3" there was no sound for a couple of seconds, so I hung up -- fearing I just authorized some scam artist to use my phone number for international calls or something.  Anyway, they stated they were a non-profit organization.  I believe the "Do Not Call" list only applies to FOR-PROFIT organizations.  It's amazing how many non-profit organization calls I get...

Since they are non-profit, they don't have to abide by the do-not-call list.  That's what the lady on the other end of the line said when I asked her why she was bugging me at 9 pm.

This call came through and I'm on the no call list.

I also received a call from that number and I have call blocking so what's up with that?

Why does this marketing company feel that they can call my number that I have submitted to the Do-Not-Call list? Isn't this the exact reason why we signed up in the first place? If they are violating the law how can we report them?

It seems that lately we have been receiving many calls that usually show either "Name Unavailable" or "800 Service" or some political reference like "District of Columbia" in the caller ID with a phone number that can not be traced because it is either not in the US or it is a forged number of some kind. This has become a BIG nuisence.

Unfortunately the Do Not Call list is a joke. I filed a complaint and received a letter from the FCC basicallly admitting so. These companies have paid off so many Politicians that the "Law" has no teeth.

Horizon Marketing using a robodialer that hangs up if it hears a voice. When you call back it says that you are contacted because of a telemarketting oppertunity and to press 1 to get put on their do not call and press 2 to contact someone. Pressing 2 is a full box and pressing 1 does nothing.

Reported to the BBB hopefully something happens to this company since they are violating federal law.

i got a call asking about opportunities to serve as a host family for exchange students. i'd love to know how they got my number, as i don't own a credit card and pay in cash when i go to Kohl's. i had my doubts as to whether it was legitimate or not, so i pressed 3 and hung up the phone.

i'm on the Do Not Call list, by the way.

I don't answer my phone unless I recognize the number.  Then I check out the missed call phone number on this website. If it is a "spam" call, I save these numbers as "Spam1", "Spam2",  etc on my cell phone.  Then I set the default ring tone for this contact as "no ring".  They give up eventually.

May 19, 2011 received telephone call from 909-259-5564, female caller solicition advising she was an exchange student.  Could not hang up on call, as though the caller was trying to takeover my phone line.  Unfortunately I do not know anything more.

The company using this phone number uses a robo dialer to call phone numbers.  When you pick up and answer that sets a flag that someone is home.   Then in a few minutes you'll get ANOTHER call from an untraceable number, this time there will be a live person on the phone.  Telemarketers don't want to waste time with answering machines and voice mail which is standard stuff on today's phone services.

Yesterday I received a rambling phone message from 909-259-5564 (Horizon Marketing) that went on and on about taking in a foreign student and something about no cost as well as guarantees ... but no option to say anything such as I am on the state and federal no call list.  I just hung up because the recorded female voice (am not 100% certain it was a recording) was like a too long movie that had bad reviews.  So much for "no call lists" ... just had another Out of Area, Out of Area call about my credit card to top it off.

Annoying calls from Horizon Marketing...day after day....

Just got a phone call from these idiots, caller ID says HORIZON MARKETING, (YEA, let me pick the phone right up, I would just love to talk to someone with a name of Marketing!

Everyday, its the same old thing, people calling my phone and I'm on the do not call list. The feds really need to do something about this and change their stupid rules for non profits. We should have the option to be on an ALL do not call list. It should be my right to decide if I want idiots to call me or not.
