called my cell phone 09:25. Declined call. Left no msg. I in So Cal. Call was originated or spoofed from New York. Block this one too

Number called my cell.  Left no message.

I got a call from this number- said they wanted to lower my cc interest rate- if I did -(who wouldn't, right?) to press 9, not sure if I got 9, or accidentally hit the end button- unlikely- and the call ended, when I called it back, it ended right away. Someone clearly verifying numbers- some kind of scam.
Also, someone from NJ hacked in to my fb account, got my alternate email address, and phone number. Of course I changed both passwords, and will likely go change others. I don't keep all the same passwords to sensitive stuff. Just being aware.
I googled the number and, of course, nothing comes up.

Gotten 2 calls from this number in the last week.
Both times I've let it ring. I didn't get a voicemail either time. Number is from New York (allegedly). I'm located in Wisconsin. Obvious scam caller.
