This number called me at 9:19a CST. I called it back almost immediately after no VM was left and the line was busy.

New Waverly Texas? I know that is a SPAM call. Didn't answer. No voicemail.

Got a call from this number on my cell while at work. Didn't answer, no message left.

Latest random scam number.  Last week called from 575-404-7917 and 361-317-3229.

they will not say anything when I say hello they are sucking the minutes out of my phone for no reason.

I get these calls constantly. I am starting to get angry. I block them after every time I check them out and 10 new ones pop up in their place. It's a never ending battle against a******s.

I would suggest you continue to ignore and block. Don't answer and if possible don't even let the voicemail pick up (Pickup and hangup on unknown numbers.) It can take a few months but this should REDUCE the frequency of scam calls. Don't bother with the DNC either it only stops LEGIT telemarketers.
