This person called my family member saying that she only had a non-working number for me. I called serval times and I have not spoken anyone when I call.

When the phone picks up you can hear telemarketing/collection agent background noise. A voice answered and said "this is Lacey Ryan and this call is being recorded can I help you" ?  They do not state who they work for or what company you have reached. My spouse had a debt with Americredit years ago that was "settled", yet they continue to send bills and call using blocked phone numbers. This call came to my phone and I have NEVER had any business with them. I am guessing they are trying to catch one of us in a conversation and restart the debt that was paid off four years ago. I am guessing it is Americredit from the previous post.
