They claim to be from a California-based company doing reference checks on behalf of a company whose project we're bidding for.  They did NOT however say which company they were hiring for in their email. Just on the phone and email is shoddy looking. Fellow does not speak English well and rushed through the presentation...yet. It could be legit. He did re-send the email requesting information but he did not include a few things that I asked him to include. Anyone know?

It IS legitimate from "HireRight".  It's reference check company that works on behalf of large corporations. They certainly need to do a little more research and send requests attention to the HR department of each company, but their request is real.

Agree with first post that the English is terrible in both phone calls and e-mails - I believe it must be outsourced to somewhere overseas.  But the second poster is correct; it is from HireRight, a background check company.
