Called at noon 7/31/15.  No message.  ID read California.

scammers called; didn't answer it and blocked this number from future calling.

I answered the call based on none of the previous posts being able to identify the ID of the spammer.  There was a very faint unintelligible voice that I think was a recording.  Obviously not only a spammer, but an incompetent spammer.

Got called from this 951-233-9691 number twice around 5pm when I was really busy, annoying!!

The number calls quite often.Today I finally answered.I said Hello twice..then a brief 3 sec. silence..the it sounded like a recorded old lady voice say EITHER-- "Thank You Goodbye"-OR- "something something Die"...it was hard to hear exactly what was said due to the quality of the recording..or the persons voice...or both.It sounded like a bad phone connection on their side.
It shows up as Wireless Caller on CallerID. The # is a cell # from Riverside,California...and is a # through Verizon.Thats all I know.
I think Ill file a complaint to verizon...and keep my weapon close.
This type thing is worrisome since my Mom is alone since my Dad died.
I wonder if its a scam aimed at widows,the elderly etc. Either way,this stuff needs to stop.I think companies should make it mandatory the callers name and info is shown.

I called Verizon wireless after gathering info on this 951-233-9691.
The exchange 233 is managed by Cellco Partnership DBA Verizon.The # 951-233-9691 is currently on switch # LSAOCAGXCMN. I gave that info to Verizon lady and told her of the many complaints regarding that #. She gave me a business name of a company that is in the Riverside,California area that is using that #. The company is- Muruelo Enterprises Inc.
From what I see Googling that name,is that it is a minority owned construction company etc. That is all Ive found out.I am also filing complaint with my home phone provider AT&T regarding this #. I hope this helps anyone else that would like to contact either the company...or your own phone service provider to file complaint. Its a shame people have to be scared to answer their own phone...its time to stop this b.s.

Called today and when I answered you could hear talking off and on in the background but no one ever said anything to me and then it disconnected.  It showed cell phone on my caller ID.

I answered and after a pause, got to listen to a lady with an accent (maybe Hispanic) who offered to service something.  Because of the accent and her failure to give complete info, I had to ask her several times what it was she wanted to service.  Turns out it was Heating and A/C.  (Couldn't understand the name.)  Told her I didn't need it and she willingly and politely ended the call.  Still, an illegal call...

Answered call, as we are a business.  The person on the line said with a stutter "Ha I know how to find you now".  He sounded Black (African American - whichever, not trying to offend anyone).  Then he hung up.

Answered phone. Said hello. A slight pause followed by a robotic voice(female). Says goodbye.

Just called , one ring , no message . Calls again , blocking .

Well, not your typical telemarketer. According to Wikipedia, owner is Alex Meruelo. He owns this company, a bank, a resort, and LA TV station KWHY-TV. He also tried to buy the Atlanta Hawks in 2011. Guess he has enough money to pay fines for these calls.
