I want to know who the number belongs to.

I think they're a call center for higher education, probably an online school. Few months back, I filled out an online job application, and I missed a checkbox that auto signed me up for calls from Full Sail University. I've been pestered ever since, so I think it's them.

This is an attempt to sell health insurance.  They use a very shady introduction, trying to pass themselves off as part of healthcare.gov.  They are nothing more than an insurance agency, though the callet would not identify the agency name.  When the caller found out I already had insurance through healthcare.gov with a subsidized premium, the call was over within seconds.
