Don't know who this is or why they're calling.

Whoever this is, they are some sort of low life, as they are illegally spoofing their phone number and hiding their identity.  There is no such thing as a "000" exchange.

I got a call from this number on May 16, 2011 and a woman claimed she was from bank of america and was verifying my information. I listened for awhile since I have a credit card from boa but became suspicious when she started asking me questions about my credit card info.  When I refused to give anymore information she immediately hung up the phone.  This is a scam so beware.

It's crooks.  Why else does someone spoof a non-existent number?

You're right, of course.  And they are still at it.  I periodically review the caller logs and I see they are still trying.  "Let them eat static".
