Well a big "D'uh" there. Who hasn't noticed the avalanche of Indian call centers trying to scam Americans with bogus "payday loan debts" didn't directly relate to the victim applying for a payday loan in the recent past. The only people who would find this in the least surprising is the US government.

One fraud would sell a victims info to another fraud for a price. All done in the background without the knowledge of their victims, and the victims wonder why and how they are getting random calls even though they are in the Do Not Call List. As other people have mentioned here, the criminals don't care about the Do Not Call List.

I have found the same address associated with someone that wanted to sell me a website. From the company:

Does anyone know who domains by proxy is? This guy says he is from california but because of a resellers permit he is letting the website go, after moving to WA. Who is domains by proxy? Is it a management service?
Domains by Proxy is a legitimate company, and an off-shoot of GoDaddy. The vast majority of their customers, including myself, are perfectly legitimate as well. Most (if not all) registrars have similar offerings. The purpose of such companies is to provide some control over your information. You would not believe the spam and scam attempts that can be generated by a public registration. Furthermore, some individuals operating controversial web sites might actually be placing their safety at risk with a public registration. I highly recommend the use of such a service if you are buying a domain.
If you need to contact the owner of a site, you can do so through the proxy. If you have legal issues with a site owner, and they will not voluntarily disclose their identity, the proxy companies will respond to a subpoena.
If it annoys you that you can't get someone's info simply because you want it, put yourself in the place of a person running a business out of his home, or someone running a site promoting a controversial cause - like a whistle-blower publishing incriminating documents.
If you think such companies should be banned (and I don't), ICANN would be the appropriate regulatory body to prohibit such registration.

So, it's okay for DBP to post everyones personal info for a buck under the domain of 123peoplesearch, right? If so, your a dick. They post public figures personal info such as home address, phone numbers, family addresses and numbers. These people have deranged stalkers who now have an ease of access to locate their victims. All these stalker search engines need to be banned, and the originators of them need to be tarred and feathered.
Although your post borders on the jejune, I will respond. And I'm not going to descend to your gutter mouthed approach. However, you do need to learn to read in a more careful and discriminating manner. You are putting words in my mouth that I never spoke, and imputing ideas that I never expressed.
I have been a regular poster on this site for years, and if you have paid any attention at all, you should know that I am indeed "legit" as you so quaintly put it.
The only point I made was that there were a great many legitimate users of Domains by Proxy and that domain privacy companies are common entities with legitimate purposes. I have no personal knowledge of any relationship in which Domains by Proxy is providing data to 123peoplesearch. If you do have any evidence making such a connection I wish you would post it here, because I am a Domains by Proxy customer, and I would not take such a violation of trust lightly.
In the meantime I wish you would learn to post like a civilized human being, and in a readable format.

There is an unfortunate "torch and pitchfork" mindset among some posters. To these benighted souls, a contributor offering anything other than yelling "lynch them" causes them to brand the person a traitor to the cause. Regrettably, such behavior is not limited to the Internet.
While I personally could care less about such calumny when it is directed my way, it seems helpful to me at times to illuminate it for what it is.
Perhaps you could use the "123personalinfo" site to attain Vandal's address so you could ship him a dictionary as a gift.
