calls, does not leave a mssg.  I think that any legitimate call, the party calling would leave a message and leave it up to the recipient.  This just annoys and furthers my belief that they are telemarketers, cold-calling, and I would ask what they hope to accomplish at the end of the day? Not my business because if they really wanted to help me out, they would leave a message and let me decide whether or not I wanted to return their call.

Hi - I'm told by the company i bought this number from that it's being used by someone who is able to display this number as their caller id even though they aren't calling from this number.  If you're receiving calls from this number that are hanging up, or about ACT/SAT something or other, please call the FCC at 1-888-CALL-FCC to report it, as i have.  

If you happen to be the person doing this, you can stop as all the return calls are coming to me as of today, and thereby whatever scam you're attempting isn't going to work.  I've reported you to the FCC.  Please stop using this number.

Hi - Further info: it seems to be a male and a female making these calls.  The female is calling herself "Chevay".  They claim to be from a student education organization, ask for the parents of the household, then hang up when they come on the line.  I have no idea what this scam is but please report these people to the FCC if you get a call like this.  Thanks. -R.
