Received a call from this number at 9:45 am PST.  I did not answer and they left no message.

This number calls every other day or so. No message. Junk.

I answered - there was a disconnect

Call came to my cell phone. Answered and got an automated message about qualifying for lower interest rate on my credit card. They didn't say which one. "Press 1 to speak to live rep, Press 2 to have your number removed from our calling list." I pressed 2.

so did they call back, or did the pressing 2 let them know it was a good number?...like being removed frm internet spam

Unfortunately the press a number to be removed never works.  As soon as you say something when you answer, it triggers the message and they now know that they dialed a number that someone answers.  You may be removed from that particular scam at best, but your number will be added to other client lists they call.  The dropped calls are either because it did not hear you say hello or because of their autodialer dropping calls as those are prone to do.

This is a call center located in the US judging by the American-sounding girl who answered when I pressed 1 to "reduce my interest rates" on my credit card.  The name of the company is "Card Services", which has scam written all over it.

answered.  refinancing existing accounts.  Gave no name.  Nothing exists to refinance......

Said they could lower my interest rates without identifying which.  Before I could press 1 or 2, they disconnected.
