I think it is "ICS Systems"

I looked up ICS Systems, it seems to be a software company...
the 202-367-9845 is a collection agency, how ever they never leave a message of any kind. They call 10-12 times a day, until they decide to leave a message, I won't answer.

Calling a least more that 5 time per day. Very nasty lady asking for someone that I don't know.

They call 24  7.  Have asked them to give me time to get a job.  They hang up on me, they are rude, they call at least 15 times a day.  weekends are no break either

It's IC Systems.  They're a collection agency for Dell.

Have received two calls from 202-367-9845. Both times, the female caller advised she was calling for I C Systems. Both times, they were advised not to call back. Apparently, the first one thought I was just kidding.

If you want to send a certified letter to them to send them a written cease and desist letter, as required by the Fair Debt Collection Act, the address given was:

This Number 202-367-9845 keeps calling (they called 3 times in the past hour) and it says there from washington dc but washington is spelled like this WSHNGTNZN1, d.C. It Seems Very Fishy.

i moved and sent them my new address i continued to pay my bill from an old statement i tried contacting dell regarding a huge mistake on their part no help at all. i am paying for a lap top which was purchased for my daughter who has been hospitalized numerous times in the past 5 years. the funny part is my change of address made no difference to them i never received a statement at my new home.so what they did was rack up a bill i refuse to pay and will take them to court of not doing the right thing by a good customer and a disabled child what a shame then the wonder why the networking professionals don't like working on their computers, which happens to be my brother. What kind of company are you. terrible terrible not wanting to help after i insured the lap top until the year 2010. DON'T BOTHER ME OR YOU WILL BE ALONG SIDE DELL I AM REPORTING YOU BOTH TO THE BBB AND MY DAUGHTER IS STILL IN THE HOSPITAL YOU PIECES OF CRap

they call late at night and woke up my 11 month old twice. I asked them to please not call so late as not to wake her up and they havent' listened yet...and yes they are rude.

This number has been calling me all day long, 4 times so far... two times I didn't answer, and they didn't leave a message so I called the number back... they're looking for someone I don't even know and I stated to them I didn't know the person and to remove my phone number... they were incredibly rude, almost to the point of yelling at me... they continued to say my phone number will be removed within 24-48 hours and I shouldn't receive any more calls... we shall see.

I feel the same way...they have been calling me also numerous times a day also.  My daughter even answered the phone and asked if she could take a message as I was unavailable and they hung up on her...if that is how they do business, I don't feel I have to take the call either...

I have been getting calls on my cell and I don't own a dell. They don't leave a message nothing getting really annoyed.

Another fake phone number for IC Systems.

I don't think that Dell is the only company they're contracted to... I believe they are used by many vendors, because of their relentless tactics!

Sorry, folks this company -- IC Systems is for AT&T and Direct TV....they are bill collectors.  Just wanted to let you all know...The people at DELL use the same company to collect their bad debt accounts too....as do several other companies...but the IC Systems main accounts are for AT&T and Direct TV...

NOTE:  The numbers that start with 800, 888, 877, 972 are people from different country.....

These are only some of the numbers.  Sometimes they can call and the caller ID says unknown or private number.  

Reason why I know these numbers is because I used to work for a company that contracted to AT&T to collect out standing bills....

Their rules as far as calling, they will not talk to anyone except the person who has the bill in their name (and in some cases their spouses).  If they do talk to you about the account that is in arrears....and it is not your account -- be sure to get a full name....then call the number back right away and ask to speak with (who ever answers the phone) THEIR SUPERVISOR.  By law they are not allowed to speak to anyone other than the account holder (and in some cases the spouse of that holder).  By getting their FIRST AND LAST NAME -- have them spell it to you...you can speak with the supervisor and complain that these people are calling you and that they disclosed personal information on this account and the account is not yours...the hourly employee will get written up or released from the job immediately.  

As far as what times and days they are allowed to call to attempt to collect on any outstanding bill....They are BY LAW allowed to call Sunday - Sunday (per time zone) from 8 AM to 9 PM.  This was the Law back in 2008 -- and I am not sure if these laws have changed....Since most of these types of companies have an automated DIALER system ...the computer dials the number and will not connect to the employee of the company UNTIL a live person (or an ANSWERING service of some type) picks up....then it will connect with a live person.  Then the employee will determine if the call was answered by a live person or if it were some type of electronic device (answering service)....
