The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On July 9, 2013 Expert Global Solutions Inc and its subsidiaries (including Transworld Systems Inc) have agreed to enter into a Stipulated Order for Permanent Injunction and Monetary Judgment by agreeing to pay a civil penalty and ceasing telemarketing practices that were alleged by the Federal Trade Commission (FTC) to be in violation of the Fair Debt Collection Practices Act (FDCPA) and the FTC Act.
In its complaint, the Federal Trade Commission alleges that Expert Global Solutions and its subsidiaries called consumers to collect a debt and would continually call with the intent to harass the consumers, including calling consumers' place of employment even when the employer did not allow personal calls. In the instances where consumers confirmed that they were not the individual who owed the debt, the company would continue to call to obtain information about the individual who owed the debt even though the company said they would stop calling and had no reason to believe the person they were speaking to had any knowledge of the person who owed the debt. The companies also left messages on voicemail, leaving information with the debtor's name and confirming that a debt was owed, in violation of the FDCPA.
Expert Global Solutions Inc and its subsidiaries have been enjoined from: falsely stating they will not contact consumers to collect a debt; communicating with any person other than the debtor (or those authorized under the law in conjunction with the debtor) regarding the debt owed unless communicating once for the purpose of obtaining location information for the debtor; harassing a consumer while attempting to collect a debt; communicating with a person in connection with a debt at an inconvenient time or place (including place of employment); continuing communication if a consumer has requested no further contact or if a consumer submits in writing that he/she refuses to pay a debt; leaving voicemails with information about a debt owed; and violating any provision of the Fair Debt Collection Practices Act.
Expert Global Solutions Inc and its subsidiaries are also required to: report the debt as disputed or request deletion from credit reporting within 14 days after the denial, dispute, or challenge, complete an investigation within 30 days of the denial, provide verification of the debt and the basis for it if the debt is valid within 15 days, or inform the consumer the debt is not valid and cease collections as well as inform the credit reporting agency to delete the debt if reported; keep records documenting attempts and results of calls regarding a debt, as specified in the Order.
For a period of 5 years from the date of the order, Expert Global Solutions Inc and its subsidiaries must make the following disclosures on each written collection communication that is sent to a debtor for the purpose of collecting on debt:

Personally, I think it a sex operation....probably $25 a min! Men that pay for phone sex are complete losers! For that kind of money you get brave, ask a girl out for dinner or a movie...or just send her flowers. Thank God I have an app that blocks calls & msgs!!!!!

Results of FTC Complaint
The penalties that NCO Financial faced as a result of the FTC complaint came in at a steep $3.2 million civil penalty. This became the largest penalty amount ever obtained by the FTC against a third party debt collector. This giant penalty amount also came with an agreement from Expert Global Solutions (NCO Financial) and its subsidiaries to stop harassing consumers and using abusive collection tactics that are against the law. If they violate the FDCPA at any time within 5 years after the complaint was filed (July 8, 2013) each violation will be looked at as a separate violation from those listed in the complaint, and will result in more monetary penalties to be paid by the collection agency.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

- SpikeThis company just started to call my number about a month ago and said that I had medical debit to pay and I told them that's did not have any medical bills at all and when they ask my birth date they said the birthday that they have is the same month and day but 43 years older than me and I am 37 years old already and I ask them if I sound like I'm 90 years old, plus the person that the bill belongs to I have never heard of then they say it's my grandfather's and I tell them they need to go dig him up and that he's been there since I was 10 years old. I asked them to stop calling but they will not. 2-3 calls a day. I keep ignoring the calls but it is getting anoying and don't know what else to do.

- MegaThese barely-English-speaking-'people' kept calling, hanging up, asking for one person, then the next, or not saying a damned thing. Called early this morning after I had been up sick as hell, and JUST laid back down and said one word, 'Harriet' and that was it. Turned on recorder, called them back; they said call may be recorded speech and I said it is definitely being recorded for legal purposes.. They said they were calling for someone else, which sure as **** is not me, nor female, and not Harriet they asked for minutes before. Well, do I know them (more than once)? NO! NO! more than once! If call me one more time, I will be suing the hell out of them, remove my number now, not 48 or 72 hours from now. From sound of keys being hit, it is apparently removed... Next call, if one, involves police and a lawsuit.
