    called at noon today but my fax machine caught the number.  My number is also on the national do not call registry but I still get unwanted calls.  So what good is it?

    This is one guy on retainer to the Georgia Trooper Lodge.  He calls from various numbers, probably on a VOIPO type line.  I have told him before not to call me on any of my lines--he doesn't care.  If someone is calling him back he will hang up on a call he is making to take the new (returned) call.  Returned calls seems to be a large part of what he counts on.  I think he is in New Jersey [can remember WHY I think that], but he uses numbers from Georgia and Alabama and around this area.  I am going to sue him under the FCC rule and the Trooper Lodge too.  Technically my lines are or were "business" lines so the DNC list established by the FTC does not apply--even though I listed the numbers there too.  Surprised that "fund-raising solicitor" is not a choice below.  [I have no idea what an SMS call is, but none of the other choices were appropriate.]

    The Federal DNCR was not created to guess which calls are unwanted by you personally. It does not block calls and does not place a sentry on duty and does not send a Bunko Squad out to callers you dislike. It is a means to revoke only a sales caller's permission to cold call your phone. The DNC registry aids voluntary compliance with the Telemarketing Sales Rule with fines available for violators. Callers not trying to sell anything by definition cannot violate the TSR.

    My number has been listed since the Registry's first year and has since never been disturbed by an honest cold sales call. The nuisances come from shadowy frauds and creeps who want my money, not my business. That demarcation alone is "what good is it".

    The DNCR does not apply due to the nature of the call. Fundraising is not sales. Only sales calls are covered. It is a chore to keep reminding everyone of what they were supposed to learn and comprehend when they registered.

    If you really feel litigious, the closest thing to an "FCC rule" is the TCPA, which was not written to punish non-sales calls but has begun to flex with regard to recipients on mobile phones. You will have to establish that condition and the use of an automated dialer and that the caller needed your permission to make contact.

    A commercial fundraiser which ignores your requests to quit violates the Telemarketing Sales Rule, an exception created by PATRIOT Act coverage. The FTC can spank the call center in that case.

    Always remember that "nonprofit" is a tax category, not a reflection of where money goes. You are likely to find that most if not all charity calls are placed by a commercial fundraiser, such as Associated Community Services, Courtesy Call, Dial America, Donor Care Center, Donor Services Group, Harris Direct, Horizon Marketing, InfoCision, Insight Teleservices, MDS, and TeleFund. These companies typically swallow half or more of collected funds. What's left can often funnel straight to the salaries and overhead of their "charity" client executives, leaving pennies for the people you're told your dollars benefit. That, of course, assumes the charity is not simply a pure fraud.

    As commercial entities, hired call centers are expected to transmit accurate Caller ID, honor an internal no-call list, and add any number upon request. The FTC says that rulebreakers "may be subject to a fine of up to $16,000.'' They can also be spanked for excess call abandonment and calling outside default hours.

    Because the amounts collected are rather small, these call centers are quite motivated to repeatedly hassle you. The worst of the industry will "reload" a donor multiple times a year, preferring forgetful and easily confused victims. Most if not all such phone farms assume that your no-call order, when given verbally or by keypress, conveniently expires when a client's campaign ends.

    SMS = Short Message Service, colloquially known as text messaging for telephony

    The term "nonprofit organization" is meant to cover beggar calls in the drop menu. I suppose it could list "commercial fundraiser", but that's not really a viable call category since in theory a charity call could be manually dialed by the charity in-house.

    This number, and many, many others call at least twice per day, some 4 or more per day. More and more numbers are calling my phone even though it is listed on the DO NOT CALL REGISTRY. It is TOTALLY USELESS. I need to find out how to sue them to keep them from calling and to disallow them from passing or selling my number to other phone numbers. This has become a PLAGUE! The Congress had banned such calls a about 10 - 15 years ago, but, as we know, the Congress is just a bunch of money mongers who don't particularly care what their constituents want -- they ignore theme and just do what they themselves want. I suspect greatly that it is all linked to how much money they get from these entities and I am not just intimating that it is campaign dollars.

    Apparently you have failed to read up on it and what it does and does not do, what it covers and what it does not. Resident47's posts above ↑ has all that information and the links.   Please read them... The DNC isn't a call blocker and can not protect you from the illegal callers, extortion scammers, foreign country's and frauds. Criminals do not obey laws simply said.    They use spoofed numbers which make it hard to track them down.. it takes time to do this and many subpoenas for call records.
