Extortion Scam Related to Delinquent Payday Loans
Washington, D.C.
December 07, 2010 FBI National Press Office
(202) 324-3691
The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.
According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.
The fraudsters relentlessly call the victim’s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims’ relatives, friends, and employers. - Beth| 2 repliesOn 10-20-2014 10:21am I got a message from Jack Shepherd saying the US Treasury has an enforcement action. He also suggest I retain an attorney.
On 10-21-2014 at 2:24pm I returned the call and spoke to Officer Robert Price who also said there is a law enforcement action, pressing allegation, violation. Officer Price mentioned that I owe the amount of $3,963 for Income Tax year 2007 and 2008. He said I should get a lawyer and that I would be arrested tomorrow.- Caller: Department of US Treasury
- KatSame person and phone left a message with my daughter today saying he was with the Dept of Legal Affairs and there was a legal action against me. When I called back to the number I had to leave a message. "Jack Shepherd" called me back from (503) 389-4126 and said there was a cashiers check for an award waiting for and would be delivered tomorrow via UPS. He asked if I would be available and I said no I had to work. He asked what time I would be home. I told him I was reporting him to the Oregon AG. He asked what he should do with the award? Take it? I told him to go ahead. It was a scam and I was reporting his number.

- Karen| 1 replyThis SCAMMER has been calling 2-3 times a daily for the past 2 weeks. (909)440-9693 It's the same Indian voice, deep accent giving me different names, Tom, Jerry and Trey. He says he is calling from Dept of Legal Affairs US Treasury. They demand to speak to specific person and it's a legal issue. I have repeat told this foreigner he is scamming and stop calling me. So today, after the 2nd call from him today, I decided to repeat call back to him. Lot's of back ground noise which he is in a call center. He got mad at me repeat calling him back, saying I was keeping him from doing his job. I told him his job is scamming people. He kept hanging up so I called him again. I ask him how does this feel repeat phone harrassement. He then spit out a ton of profanity and hung up on me again. BIG SCAM

- Slim replies to KarenProbably time to buy a call blocker device, app, or phone.
Google "call blocker" to see the various types, and find one that best meets your needs. - DebbiePretty much the same as the rest of you guys, on 9/5/14 received call from a man with a deep Indian accent that identified himself as Jack Sheppard with Dept. of Legal Affairs of U.S. Treasury regarding verbal notification in regards to enforcement action that has been started under your name, call back (909) 440-9693. If you could not call back, I suggest you retain an attorney to speak for you as today's calling might end up in a legal mess for you, now I hope you take this advice and call me right back.
- Caller: Dept. of Legal Affairs of US Treasury (supposedly)
- RodneyI received the same exact call for my son, on 09/08/2014. The only addition was that he said "Until we speak, Good Luck".

- julian| 1 replyReceived a call today saying there were 3 violations against me, 1. failing to properly file taxes ( for a year I did not work) 2. Willful theft of money and 3. Fraud. Saying I would spend 6 months in jail ( I do believe if you fraud the US govt. the time would be longer) Wanted my Lawyers name and number to handle a response for a Document that was never sent to me. How fo these people get away with crap like this?
- Caller: US Dept of Treasury
- Call type: Debt collector
- BarbMy son received a call from heavily accented man, sounding Indian, who said he was from the Legal Department and that a legal action was being filed against him. Couldn't understand the rest, sounded like he wanted to be his atty. Totally sounded like a scam, but I called back, used MY name and was told that yes I was in their database as a legal action was being filed against ME. The purpose of this call was to ascertain all my information. Called him an [***] scammer and hung up. Excuse my language. I hate these people.
- Caller: Unk - Legal Dept of US Gov
- CindyOn 9/9/2014 at around 12:30 PM, a man with a heavy Indian accent left a message on my answering machine saying that his name is Edward Williams with the Dept. of Legal Affairs. Something to do with an enforcement action that has been started under my husband's name. The call back number: 909-440-9693. I won't call back.
- Caller: Department of Legal Affairs
- Jim"Edward Williams" was a busy man on 9/9/2014 because he also called us at 2:49pm and left a message similar to what others have posted. What made me laugh is that he ended his call by saying, "... until then, have a blessed day and good luck." Really?!?! Seriously?!? These people are so pathetic I almost feel sorry for them.
- Caller: Dept. of Legal Affairs US Treasury
- PaulWe got a call at around 11 am today from this number. The voice message indicated that the caller was Jack Sheppard with the Department of Legal Affairs at US Treasury and that an enforcement action had been filed in my name. He referred to a "legal mess" which tipped me off that it was a scam.
- Call type: Prank
- RobinJack called us re: legal matter too. These folks get around.
- Mike in CAI received a similar call today. When I denied any issues I was transferred to file officer 'Dwayne McGquire'. I told him it sounded like he was in a foreign call center which he emphatically denied. He then informed me an arrest warrant would be served at my front door in the next two hours. When I said I would like his name, title, number and manager's contact information he hung up.
- -$K- in CAGot the call the other day and instead of "Jack Sheppard" on the message, it sounded like "Jack Schitt"... that's actually more fitting.
- Caller: Dept of Treasury< then Dept of Legal Affairs
