I got a missed call from this number,when I try to call them it says our agents are currently busy

Mini, the caller is most likely one from a European country. The obvious clue about scammers is their fake phone number, and this one is very much a fake. They ignore USA "Do Not Call" rules and don't care about you or me. They tend to repeat calls to your number, often changing THEIR number along the way. The best way to combat this is to purchase a Call Blocker device from a local electronics/Big-Box store (for land lines) or a free app for your smart phone..

You should also call your phone provider and make a complaint, to ensure that you and many other voices are heard.  Without complaining, your actions tell the provider that you don't mind.
