I received an SMS from this number saying they represent RTIA. Who is this?

I also got an sms which contains that number say I have ignored making payment for traffic fines to RTIA

I also received an sms stating that I did not pay a traffic fine.  It is MBD Inc.  I was handed over for non payment of a traffic fine.  I phoned them and it was for a traffic infringement I received in 2010 and which I also paid for in 2010.  I had to send them proof of payment.  So, do not through away your receipts.

I also received an sms from (011) 560 4315. Who are they? Why can't they post us mail?

I received the same sms and someone phoned me saying that I have an outstanding traffic fine.  I asked him to post / e-mail the fine through to me but according to him he can't do it.  I told him that I will not pay the fine if I don't receive any proof.  He then said 'Mam, you know what will happen if they stop you at a road block', so I said well, let it happen, I will not pay any money until I receive proof of the outstanding traffic fine.
