Said he was Steve, from Windows.  Lots of background noise from caller.  Didn't recognize the area code as being in USA.  Nothing wrong with Microsoft Windows or computer.  I kept asking who is this, what did you want, what company are you.  Would not answer my questions.  Hung up on caller.

The people spoofing this number are scammers (stupid ones, but scammers all the same).
There are no area codes under the North American Numbering Plan (governs phone numbers in U.S. and its territories, Canada and several Caribbean countries) that start with a "0" or a "1".  Since this cannot be a legitimate phone number, you can be sure that the caller did not have a legitimate purpose in calling you.
