Of course not, this is not a valid phone number and you cannot text to invalid numbers.  There are no phone numbers with area codes that start with a "0" or a "1".
I would suggest that you just ignore any texts you get from this number and block it (the same goes for any other numbers that start with a "0" or a "1").
You could forward it to 7726 (SPAM). as you should any unwanted text, but since this number is obviously spoofed the phone company may be limited in what they can do about it.
