Probably illegal, but, they are trying to get somebody to pick up, so they can earn a commission

It's stupid because nobody, seeing that number of repeaters, if they can't pay and haven't been picking up the phone, before, is going to suddenly decide to answer

Just about all collectons people are dicks, anyway, so, this is only par for the course
