This can not even be a real phone number because it's a one plus nine digits instead of ten digits. Scammer claiming to be from Visa and wanting my card number to see if I qualify for a lower rate. The click you hear is me hanging up!

Well, that would be 10 digits, 9 + 1=10 last time I went to school.  Now the real reason it is not in the North American Numbering Plan is that is starts with a 1 in the area code and a 0 in the prefix.  However that does not mean it cannot be a phone number for another country.  It is also most likely a spoofed phone number.  You should look up "Caller ID Spoofing" and read and learn about it as well.
