Yes, but the area code is 132 not 323.  It is a spoofed number as no area code or prefix can start with a 0 or 1 in the North American Numbering Plan.  It could also be a country code which is different from an area code making the call coming from Burkina Faso, and then the last 7 digits might indicate a phone number in that country.

What do you mean "there are only 10 digits"? There are supposed to be 10 digits in a North American phone number.
