Received 5 text messages in a couple of hours supposedly from Wells Fargo: "debit blocked - call 855-691-9132."  I blocked calls but they still come through!  I don't have an account with Wells Fargo.

The area code 141 belongs to Glasgow, Scotland. They texted my cell phone with text: 1 of 2. FRM: eka chandra. MSG: Promotional advertising campaign that earns you $500 per week. Promote our advertising sticker on your vehicle. (Con't) 2 of 2. Text <<Yes>> for more information. (End)

You are right, 141 is an area code in Scotland, but it is extremely doubtful that you were texted from there.  To call or text a number in Scotland you would need to prefix it with the country code (44), which is not a part of this number.
This is a scammer spoofing an unassigned phone number (actually it is a number that cannot exist based on the rules of the NANP that covers phone numbers in the US and Canada) to make it harder to trace the texts back to them.
Since the number is invalid, I doubt that replying back would work.  If it did, you would be communicating with scammers who would want you to pay them a "reimbursable deposit" (payed by wire transfer, gift cards or another untraceable manner) so that they can arrange for someone to come out and wrap your vehicle.  No one would even show up and you would be scammed out of your money.
You can always forward the text to 7726 (SPAM) and your service provider may be able to put a stop to them.

These texts are coming from scammers too stupid to know how phone numbers work in the U. S. and Canada (they may very well be texting from overseas countries).
According to the North American Numbering Plan no valid phone number can have an area code or exchange number (aka "prefix") that starts with a "0" or a "1".  This phone number violates that rule on both counts (a "1" starting the area code and a "0" starting the exchange number).
You do not need to ask "Is this a scam?", just looking at the number answers "Yes, it is!"
If you get any call or text where the supposed calling number exhibits any of these patterns (where # is any digit 0-9), you can be assured that the number has been spoofed and the caller is up to no good:
        0##-###-####
        1##-###-####
        ###-0##-####
        ###-1##-####
        0##-0##-####
        1##-0##-####  <-- This particular number
        0##-1##-####
        1##-1##-####

Forward unwanted spam/scam texts to 7726 (SPAM) and let your phone service provider deal with them.
That number was set up by the phone companies to combat spam texts and they can shutdown offending phone numbers.
Never reply with "STOP", scammers will not honor the request (they have no honor to begin with) and it only verifies that they have texted to a valid number and a person who reads their texts.  It will not STOP the texts and may actually make them more frequent.
Never click on a link in such a text as it may cause malware to be inserted on your phone, and even if it does not, just as with replying "STOP" the scammers will know they reached a valid number.
