Unlike the ones that I've been getting recently from 202-938 numbers -- which turn out to be from an *NON-EXISTENT* prefix(!) -- this DID come up as "NRCC" on the caller ID.  But hung up after only four rings (suggesting a robocaller system, which SHOULD just be illegal even for "political" calls.  So guessing spam and NOT calling back except maybe to play them obnoxious music at 3 AM in retaliation).

I get a big kick out of people that think that making something "illegal" will stop it from happening.

Leaves no message, hangs up after 4th ring, and call a lot!

I get the same ID call every day from that same number.  But I pick it up and just let the line sit open to waste their time as I continue working..  Eventually, a woman asks several times, "Charles?"  "Charles?"  Then hangs up.
When I don't pick up she gets my not available automatic voice mail greeting which gives my name, and it's not Charles.  Clearly this is a person with no common sense.
