I experience the exact same thing as Michael.  The same $7000 grant, same representative (Ricky Moore), and the same confirmation number.  The original caller already knew my (middle) name and address so I do know what to think. After holding for about 15 sec I hung up.

Pop-up window on the computer directed me to call a number which was supposedly “Microsoft”. I called this “Microsoft” help number and the lady on the phone said my ip address had been hacked. She said she would put in a case to the “FTC” and that I should wait for a call. This phony FTC number 202-738-1520 called and made up a phony story to try to scare and scam me into giving all my financial information. They will try to tell you not to contact anyone because “the court needs to make sure you aren’t convicted of crimes that the ip address hackers used with your information”. They will try to keep you on the phone for as long as possible. I can see how they would be successful at scamming people because they clearly have a lot of practice running this scheme.
