Received same bogus call numerous times - but finally found the solution, courtesy of my wife!  I told  him to listen carefully to what I was about to say, and then used an air horn directly into the phone. I do not know if he can still hear anything, but he hung up and has not called back for days.

Received a call 3:30 PM on 3-26-15

Said he was Robin Peterson (but with an indian accent)
Caling from Santa Monica Callifornia and the name of his company is "Windows Tech Support"
said my computer had a virus and he wanted to fix it.
I kept asking his telephone number and then he hung up.
