This person sounds Indian and pretends that I've committed a crime and that he's with the government. He called me on a Saturday night, which no gov. agency would ever do. I would've read him the riot act, but he left a message, as I was out. I tried to call him, but only ever get a busy signal.  I just want to know what his scam is!

There are a number of scams that involve operation trying to pass themselves off as government agencies. Do not answer or return calls  from those that you are not familiar with.
