The call was "Hello.  We have been trying to reach you.  ..."  then along the lines of "This is the IRS Internal Revenue Service ... the reason for the call is we are filing lawsuit against you..."  that last part is important and an exact quote.  When they said "filing lawsuit against" instead of either "filing A lawsuit againt" or simply "filing suit against" it became obvious that the call was NOT legitimate.  Keep your guard up, people.

There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
