Called at 11:30 pm, Sat., regarding my receiving $54 from irs, did not ask for my name (on recording) so was reluctant to call number given to give my information to receive money.

Encompass Group called from this number today @ 2:04. Left message that they were "First Bank Security" and that my card has been deactivated due to a possible third party breach.  I don't and have never had any banking with First Bank.

Disregard this call.  The system was attacked by hackers in Amsterdam.  They have been reported and the telco has been notified.  No more calls should be going out.

I also received phone call from this phone number(216-539-0100) Saturday night/Sunday morning(12:30AM during the Yankee game no less). It was a recorded message saying they were the IRS and that I was eligible for a $54 tax refund. The recording did not mention my name. I just hung up after it was prompting me to press a number.
